With the majesty of the army behind, When that army attacks the enemy, They attack with all their might and do not retreat. With proper conduct, honesty, and skill, The gods will help, and you will win the battle. Like this, with skill, That king who arranges the battle well, Even if he kills the enemy or gets wounded, The fault will be lessened, And there is no certainty of experiencing the ripening of karma. Why? Because it is certain like this, Not abandoning completely, with compassion, He manifestly did that deed. Because he completely nurtures all beings, For the sake of his sons, wives, and lineage, Completely abandoning himself and his possessions, Because he did that deed, from that basis, Merit increases immeasurably. In a land with Dharma, involuntarily, When a battle of war occurs, The king with Dharma should do this. When understanding the Dharma king, How should he constantly abide? There are eight ways for this: First, belonging to the category of beings, All beings are regarded as one's own children. Just as a father tames his child, Even if he punishes the unruly, He does not abandon compassion, this is the first. For the unruly, with the thought of a sick person, After placing it in the mind, Not being angry at harm, in order to eliminate, That fault, acting, this is the second. For sentient beings with suffering, After generating the thought of compassion, Cutting off harm, doing beneficial deeds, Doing what one can, this is the third. For sentient beings with happiness and wealth, Generating the thought of joy is, Completely without greed and jealousy, Rejoicing and praising, this is the fourth. Even if enemies cause harm to me, For them, involuntary anger, etc., Recognizing that the cause of fault is fault, Cutting off the cause, being friendly with them, this is the fifth. The thought of friends subsequently protecting is, For those who were friendly before, Subsequently, with affection, stabilizing friendship, Being friendly to everyone as well, this is the sixth. 当谨慎守护,不邪淫,不贪著,适宜行持的七法。于自身修持无我之想,寻求佛法真谛,亲近说法之人。于佛法精进修持,是为第八法。若国王能依此八法而住,他人进献的礼物,亦能使国库充盈。不奉行佛法的其他国王,纵然用尽一切欺骗手段,努力经营,也难以望其项背。若能依此八法而住,诸神将按时降雨,五谷丰登,免受饥荒,受用不被劫夺。不会遭受猛兽等侵扰,免受恐惧和不安的折磨。对该国王有害的敌人,自然会因自身过失而衰败,最终灭亡,不再有敌。如是,以正法统治百姓的国王,在世间,所作所为皆圆满,毫无过失。身坏命终后,将往生天界,成为诸神之一,从安乐走向安乐,因此,人主们应如是行持。 《律经·大地庄严》中,依据《谛语授记经》所说国王之道的章节的意义解释,即第六品。 出自《经部·忆念安住》:具慧菩提萨埵胜士,以愿力之故,为消除诸神放逸而降生。鹅王时贤,往昔曾从佛陀顶髻处,听闻“国王行法”之教。今将此法类,为无诤天王释迦提婆,精要汇集,并按前后次第编排,以清晰之语宣说,人主们应谛听。此生来世,能获得广大善妙功德,具足三十五种功德之法,国王应行持。此生来世一切善妙之根本是智慧,故首先应习惯于增长正见之光明。无论此生来世,所有善妙之事,皆应善加思虑。

Should be carefully guarded, not engaging in sexual misconduct, not being attached, the seven practices that are appropriate to follow. Cultivating the thought of selflessness towards oneself, seeking the truth of the Dharma, and associating with those who preach the Dharma. Diligently practicing the Dharma is the eighth practice. If a king abides by these eight practices, even gifts offered by others can make the treasury abundant. Other kings who do not follow the Dharma, even if they exhaust all means of deception and strive to manage, they cannot hope to match him. If one abides by these eight practices, the gods will send rain on time, the five grains will be abundant, and there will be no famine, and enjoyment will not be plundered. One will not be disturbed by ferocious beasts and the like, and will be free from the torment of fear and unease. Enemies who are harmful to that king will naturally decline due to their own faults, and will eventually perish, and there will be no more enemies. Thus, a king who rules the people with righteousness, in this world, whatever he does is perfect, without any fault. After the destruction of the body and the end of life, he will be reborn in the heavens, becoming one of the gods, going from happiness to happiness, therefore, human lords should act in this way. From the "Ornament of the Earth" in the Vinaya Sutra, the meaning of the chapter on the way of the king as spoken in the Sutra of Truthful Prophecy, which is the sixth chapter. From the Sutra of Mindfulness and Awareness: The wise Bodhisattva, the supreme being, was born to eliminate the negligence of the gods by the power of his vows. The Swan King, Dusang, once heard the teaching of "The King's Practice of Dharma" from the Buddha's crown in the past. Now, this Dharma category, for the King of the Gods, Shakradeva, is summarized in essence, and arranged in order of before and after, and spoken in clear words, the lords of men should listen. In this life and the next, one can obtain vast and excellent merits, and the king should practice the Dharma that possesses thirty-five kinds of merits. The root of all goodness in this life and the next is wisdom, so first one should become accustomed to increasing the light of right view. Whatever good things there are in this life and the next, all should be carefully considered.
