སུ་བྱ་བ་ནི། །མ་ཐོབ་ལོངས་སྤྱོད་ཀྱིས་མི་འཚོ། །ཐོབ་ལའང་དུས་མིན་གྱིས་མི་འཚོ། །དུས་ལ་བབ་པར་གྱུར་ཀྱང་ནི། །དབུལ་ལ་གནོད་པས་ མི་འཚོ་ཞིང་། །མུ་གེས་འཚེ་ན་གཞན་སྐྱོབ་བྱེད། །ཆོམ་རྐུན་གྱིས་ནི་འཕྲོག་པ་དགག 何者应做之事:未得之享受不用以生活,已得之享受亦不用非时而生活,即便时机成熟,亦不因贫困之害而生活,若遭饥荒侵扰则救助他人,阻止盗贼抢夺,彼此有害时则互相帮助,布施给贫困和无依无靠者,对于不驯服者,以如法的惩罚来加以制裁,以此来治理百姓。对于不驯服者,应如何施以惩罚呢?以正直、合时、具义,衡量且慈爱这五者兼具之人主来施以惩罚。第一,对方处于错误的位置,成了应受惩罚之人,若无罪之人遭受惩罚,则会完全颠倒。第二,施加惩罚之人,若有权势,则应与罪行相符,如何适宜则如何施加。反之,则会变成不合时宜。第三,应安住于如何承诺之义上,若随心所欲,则会超越法律的规范,变得与意义不符。第四,仅凭指责无法成事,即便应施以惩罚,也不应杀戮、剜眼、断手足。应以慈悲心施以监禁、囚禁、鞭打、恐吓、损害行为、驱逐出境、掠夺财物等,如何适宜则如何施加。若超越此限而粗暴行事,则会变得过于粗暴,因为国王是治理百姓之人,若杀戮不驯服之人,以愤怒之心而为,则大多会堕入恶道。在漫长的轮回中,也会与血仇结下不解之缘。若失去肢体,则无法复原和医治,除此之外的监禁鞭打等,因可医治故说应做。若对不驯服之人,不以慈悲心加以守护,那么国王就未圆满完成治理百姓之事。第五,应如何以慈悲心来对待不驯服之人呢?例如,儿子不驯服时,为了阻止其犯罪,父亲不会杀了他,而是像鞭打和恐吓等那样。对于没有害意的调伏方法,是没有罪过的。除此之外,应施以惩罚的不驯服者有五种:对国王有害,以及互

What should be done: One should not live on possessions not yet obtained, nor should one live on possessions already obtained at the wrong time. Even if the time is right, one should not live because of the harm of poverty. If afflicted by famine, one should help others, prevent thieves from robbing. When there is harm to each other, one should help each other, and give to the poor and helpless. For those who are unruly, one should use righteous punishment to discipline them, and thereby govern the people. How should one punish the unruly? The ruler of men, who possesses righteousness, timeliness, meaningfulness, measurement, and loving-kindness, should inflict punishment. First, the other party is in the wrong, and has become someone who deserves punishment. If an innocent person is punished, it will be completely reversed. Second, if the one who inflicts punishment has power, then it should be in accordance with the crime, and applied as appropriate. Otherwise, it will become untimely. Third, one should abide by the meaning of what was promised. If one does whatever one wants, then one will go beyond the norms of the law and become inconsistent with meaning. Fourth, mere accusation will not accomplish anything, and even if punishment is warranted, one should not kill, gouge out eyes, or cut off limbs. One should use compassion to impose imprisonment, confinement, flogging, intimidation, harmful actions, expulsion, plunder of wealth, etc., and apply them as appropriate. If one acts violently beyond this limit, then one will become too violent, because the king is the one who governs the people. If one kills the unruly with an angry mind, then one will mostly fall into the lower realms. In the long cycle of rebirth, one will also be bound to blood feuds. If one loses a limb, it cannot be restored or healed. Other than that, imprisonment, flogging, etc., are said to be done because they can be healed. If one does not protect the unruly with a compassionate heart, then the king has not fully accomplished the task of governing the people. Fifth, how should one treat the unruly with compassion? For example, when a son is unruly, in order to prevent him from committing crimes, the father will not kill him, but will do things like flogging and intimidation. There is no fault in methods of taming without harmful intent. They harm each other. Those who do not listen to the king's orders, who live by wrong livelihood, and those who have gone astray are the factors that increase the unrest in the world. First, the king's life, as well as the queen, wealth, etc., are taken away, secrets are revealed, and secrets cannot be kept, etc., are all factors that cause harm. Punish according to the crime, rebuke, accuse of faults, plunder property, imprison and expel, etc., and prevent harm in the future. They harm each other, insult, threaten, harm, beat, and imprison, etc., and prevent these behaviors through punishment. Even if they live in their own territory, those who do not listen to the king's orders should be suppressed with power and ruled, so that they do not leave their respective tribes. By not leaving their own tribes, they will develop a sense of gratitude to the king. Out of fear, they obey, and everyone reveres them, their fame spreads far and wide, and they gain merit. Those who engage in occupations such as butchers and prostitutes, who hold the source of non-disciplinary sins, for those who live by wrong livelihood, do not do such things in the future. If they do, they will be punished in this way, and threaten and prevent them by showing fear. Those who hold wrong views, such as degraded discipline and life, for anyone who has gone astray, use methods to guide them to the right path. If there is degradation in views, discipline, rituals, and life, the Sangha should purify them through joint efforts, or expel them, or make their own promises as well. If they cannot be expelled, the king should carefully investigate and be a helper to the monks. If the two sides of the Sangha, due to disputes, cause the discipline to decline, if the king himself is proficient in the Dharma, or any monks and Brahmins who live in that place, who are proficient in the Dharma and belong to the virtuous, gather together to mediate the dispute. At that time, for the party that is reasonable, help them well, and prevent the other party from going astray through appropriate means such as threats and expulsions. In the kingdom of a king who possesses the Dharma, elderly parents are not respected, and similarly, relatives and servants, etc., are not given appropriate food and wealth, and they are driven to work, which of these five untamed people belong to?
