Whether good or bad, people find the laws too harsh. The Dharma's decree is like a silk knot, tight when tight, and loose when loose. Therefore, the Dharma's decree of happiness, when tight, liberates oneself. If one is lax and unrestrained, it will increase unbearable bondage. What loosens the very tight bonds is the Dharma's decree. Therefore, virtuous and noble ones feel relaxed by this Dharma's decree, or are at ease, But the wicked see it as strict. The laws of the dual systems that conform to righteousness, are like relatives to the virtuous, Like enemies to the wicked, but it is not the fault of the laws, but one's own fault. Therefore, great kings should abandon as poison, laws that do not conform to the dual systems, and are established by their own desires and malice. Therefore, if one can well maintain the laws of the dual systems of benefit and happiness, the king's own happiness, wealth, and fame, will be effortlessly and naturally accomplished. Whoever can flawlessly integrate worldly customs and the sacred path, into tradition, this good law can steer the sun and moon. This lord of men, with the strength of merit and wind-like power, like the wheel of the star path, appears beautifully on the heads of beings on earth, The good customs always reside on the shoulders of the king of mountains, and spread the light of benefit and happiness everywhere. They cast spells on each other and show each other off. When one becomes humble, even without hatred, enemies increase. Therefore, if you want to defeat the enemy, first increase your own strength. If you have the strength of wisdom and diligence, what difficulty is there in overcoming others? Just as a young hawk destroys twelve armies of bad sounds. Even if one becomes powerless, if one is skilled in guarding with wisdom, one cannot be harmed. Just as rabbits drive away elephants and kill lions. When one's own side is weak and the enemy's side is strong, do not cross over and fight. Remaining silent will bring happiness. When living in another's country and living on another's food, even if insulted, one must endure. Arguing will only bring blame upon oneself. One must understand the enemy's wisdom, ability, and timing. Wise people do not fight and argue at inappropriate times. Whatever one does, there is no difficulty if the time is right. Knowing the time, one will not be confused about when to enter and when to retreat. The books of astrology and calendrical calculations spoken by the great sages, if one does things without understanding them, it is like a blind person walking in the forest. Not knowing the time and the non-time, the teachings that are like eyes, when fighting, foolish people, belittling it is a pitiful mistake. Through the forms of auspicious signs of interdependence, and the revelations of the protecting deities, people with merit will begin to act at the appropriate time. Some are accepted through favor, others are subdued through punishment. If one is skilled in using methods, that person can accomplish all goals through great and small deeds. The greedy can be lured with wealth, the arrogant can be treated with folded hands, the foolish can be treated with obedience, ordinary people can be satisfied with food and drink, and even giving a little to the humble can make them happy. Gods and sages, and great people, wise people are satisfied with truth. Knowing what is in people's minds, and acting in accordance with their wishes, if you can guide the minds of others, just as the wind blows cotton, there is no difficulty in taking them wherever you want. Before fear arises, one must fear fear. If fear has manifested, one must overcome it with a fearless attitude. Those with great wisdom can overcome the power of anger.
