After summarizing, whoever wears the robes, whether they uphold the precepts or break them, gods, humans, and asuras, etc., should not be treated with contempt in the same way as householders. Not to mention whipping, beating with sticks, imprisoning, scolding, rebuking, amputating limbs, or killing them. It goes without saying for those who uphold the precepts and are learned. Even those who have renounced and broken the precepts, whose hearts are rotten with unwholesome conduct, and who falsely claim to be practitioners, should be worshiped by the world with gods and become a source of merit. Even just wearing the Teacher's clothing, seeing it brings to mind the qualities of the Teacher and the precepts. Even if it is said that a precept-breaker is like a corpse, just as on the body of a dead bull king, there is still musk on the musk deer's corpse, because there is the power of remaining merit, they must be respected. If punishment is necessary, it should be expulsion by the unanimous Sangha. Kings, ministers, or witnesses, etc., even if they have only taken refuge in the Buddha and wear monastic robes, should not be subjected to punishments such as whipping or imprisonment. If someone has committed the five heinous crimes and wears the clothing of a renunciate with a false identity, the king should not inflict punishments such as whipping or imprisonment. If future royal families behave basely and do not respect virtuous practitioners, they will slander the lineage of the Three Jewels. In response, the gods will angrily abandon them, virtuous people will flee to other places out of disappointment, and internal and external conflicts will arise. That place will be filled with various sufferings, royal power will decline, diseases, etc. will occur, and after death, they will fall into evil realms. Evil-doing practitioners are introduced by the king's messengers, and future kings and ministers behave basely, squandering the wealth of practitioners and the offerings of stupas, using the property of the Three Jewels without restraint. This extremely evil deed will lead to leprosy in this life and long-term suffering in hell. In the past, even if someone wearing robes shot an elephant with a poisoned arrow, the elephant king would say: Although these people have deceitful minds, they look like Buddhist disciples. I would rather lose my life than generate an evil thought.

In the future, kings of low birth who harm followers of the Buddha will fall into great hells because they contradict the commands of the Buddhas of the three times. Once, a king named "Victorious Over Enemies" sent a man to be killed to a cemetery inhabited by rakshasis. When the rakshasi saw that the man had shaved his head and was wearing a piece of saffron cloth around his neck, she and her retinue of five thousand rakshasis, with their eyes of weapons, respectfully bowed with folded hands. She said to her sons, "If you generate an unwholesome mind toward this one who wears the banner of liberation, like the Buddhas as numerous as the sands of the Ganges, you will certainly fall into the uninterrupted hell." After many rakshasis had spoken thus, they released the man. When that was reported to the king, the king and his retinue were amazed. The king then proclaimed a law that no one should harm Buddhist disciples, whether they are virtuous or have broken their vows, or even those who merely wear the robes. Even yakshas and rakshasis worship those who wear saffron robes. In the future, unruly rulers, more cruel than rakshasas, foolish and deluded, will disrespect, scold, beat, and harm those who follow the Buddha. Therefore, if one steals the wealth of monks or torments them with scolding and punishment, the gods who delight in the Three Jewels will turn elsewhere, and in that realm where punishment is inflicted, there will be much unhappiness, and the king will suffer various unbearable diseases. Places of sesame oil pressing, prostitution, wine selling, and butchery are ten times heavier with sin than interest. Even those unbearable sins are less than the fault of a low-born king, who is a place of great contempt. If a king protects those who wear saffron robes, it will become a vast offering to the Three Jewels, and the qualities and praises will be countless. 和合,衰败导致国政倾覆的,根本之处已然宣说,末法时代出家众,也因大多不驯顺之故,以僧众和合的教法,无法制服,国王必须调伏,即便有诸多此类情况,国王贤明且具意义,忆念导师之教诲,应用于各自僧团之戒律,令僧众和合进行净化,若彼仍不肯承认,则与僧众一道,以导师之教言,作为凭证,国王对僧众下令,进行驱逐等行为,从僧众处抢夺之财物,应重新布施以供养僧众,如是行持乃是,珍视导师之教法,即是供养与忆念,不会对教法造成损害。 为使佛法不衰败,驱逐诽谤僧众之人,并总结教法之法度,即是具法之正法国王。如是之国王令三世之,三宝欢喜,彼之福德、光辉与威严,将使国境充满安乐。国王之律法如黄金之轭,无人能够逾越,故说为一切众生之肩上,沉重之物,善良且具仪轨者,安住于善良本性之道,永不遭受刑罚,故称彼等为轻松。律法乃是众生安乐之方法,智者们不会因此,认为其是沉重之负担,因无难行之事。因此,不制定以自利为目的的,不合理之律法,与理相符之律法,对于善良之人而言极其轻松,为业所困之众生,今生因自身所造之恶业,此律法是沉重之负担,如此思虑乃是自身之过错。对于进入不善业道者而言,今生国王之律法,百千倍于此,自己感受异熟果报。因此,与理相符之,国王律法称之为沉重亦称之为轻松。 具有如是律法之地方,一切众生皆得安乐。末法时代不驯顺之王族,聚集娼妓、赌博抵押,狩猎寻衅。

Harmony. The root of the decline and collapse of the kingdom has been declared. In the degenerate age, even the ordained are mostly unruly. The king must subdue those who cannot be subdued by the Dharma of the Sangha's harmony. Even if there are many such cases, the king, being wise and meaningful, should remember the Teacher's teachings and apply them to the laws of their respective Sangha communities. The Sangha should be made to purify themselves in harmony. If they still do not accept this, then together with the Sangha, the Teacher's teachings should be taken as evidence, and the king should order the Sangha to expel them, etc. The wealth plundered from the Sangha should be redistributed to support the Sangha. Doing so is to cherish the Teacher's teachings, which is to make offerings and remember them, and will not harm the teachings. In order to prevent the Buddha's teachings from declining, those who slander the Sangha should be expelled, and the laws of the Dharma should be summarized. Such a king pleases the Three Jewels of the three times, and his merit, glory, and majesty will fill the kingdom with happiness. The king's law is like a golden yoke, which no one can cross. Therefore, it is said to be a heavy burden on the shoulders of all beings. Those who are virtuous and have rituals abide in the path of good nature and never suffer punishment. Therefore, they are called light. The law is a way to bring happiness to beings, and the wise do not consider it a heavy burden, because there is nothing difficult to do. Therefore, do not make unreasonable laws for the sake of self-interest. The law that is in accordance with reason is very easy for the virtuous. For those who are tormented by karma, it is their own fault to think that this law is a heavy burden because of the evil deeds they have done in this life. For those who enter the path of unwholesome karma, the king's law in this life is a hundred thousand times greater than this, and they themselves experience the ripening results. Therefore, the king's law, which is in accordance with reason, is called both heavy and light. In a place where there is such a law, all beings are happy. In the degenerate age, the unruly royal families gather prostitutes, gamble on mortgages, hunt, and seek quarrels.
