Etc. Gather the assembly of attendants related to one's own affairs, and after carefully studying and deliberating, even if the other party is powerful, they will not be able to cause harm. When many people gather strength and armies, and reach a consensus on appropriate matters, those things that are cherished in the heart can be attracted like iron by a magnet. From the "Treatise on Law, the Ornament of Governing the Earth," the chapter on deliberation, the fifteenth section, is concluded. It is beautiful if the king himself possesses laws, and if he makes his attendants abide by the laws as well. If he himself acts beyond the law, how can he be a model for the people? The interdependence of cause and effect is not false; it is the common law of all the world. For those who act contrary to cause and effect, the punishment is to fall into the lower realms and suffer. If the king does not act according to Dharma, his reputation in this life will be bad, and his kingdom will also perish, so he himself should abide by the ten virtues. Any of the ten non-virtuous deeds will lead beings to the three lower realms, and even if they are born in higher realms, they will experience unfavorable results corresponding to the cause. Because all beings cherish life, the king should completely avoid killing. Killing causes a short life and many diseases. Therefore, in the king's domain, even for birds and wild animals, one should try to prevent harm as much as possible. The people and livestock of that region should be protected from fear and given life. If, for the sake of the benefit of the many, the difficult-to-tame and unruly are expelled to other places, and if they cannot be tamed by any means, then those who eliminate the suffering of the people, if killing them brings peace to the kingdom, this is the custom of kings in times of conflict. However, the thought of compassion should never be abandoned. Being content with one's own wealth, one should not steal the property of others that does not belong to oneself. Taking what is not given leads to poverty, and one's own enjoyment will be taken away by others. Even if collecting fines for property through appropriate taxes and reasonable means, one should have a sense of guilt about the property, and one should not become too greedy. Without being corrupted by one's own desires, for the sake of the peace of the kingdom, the king will not become unprincipled merely because of harming and taking what is not given. Being pleased with one's own queen, one should not commit adultery with others. Adultery leads to disharmony among attendants, turning them into competitive wives. Always happy

妄语之过患是,具有正法的功德最殊胜,说谎会招致许多诽谤,他人会欺骗自己。舍弃能使他人分离的离间语,而行和解之事。离间语不能使自己的眷属和合,会获得争斗的恶劣眷属。君主应当时常言语柔和,努力说悦耳之语。说粗暴语会引起争斗,听到不悦意之语。完全舍弃无意义的玩笑,如实而言说有意义之语。说无稽之谈,言辞不庄重,会变得没有自信。他人财富无论大小,不应贪婪,应心生欢喜。贪婪会摧毁心中的希望,贪得无厌,不知满足。舍弃损害他人的心,对一切众生生起慈爱之心。害心会带来许多痛苦,他人会无缘无故地加害。彻底憎恨视业果为无有的,邪见。如果不舍弃邪见,来世会变成具有邪见的骗子。被恶见玷污者,如同种子腐烂的幼苗,不会生起白法,正见是所有佛法的基础。 如同陡峭山上的流水,生活短暂,不会长久。因为终将前往来世,所以要谨慎行事,思考来世。业果永远不会欺骗,即使是小事,也不要无意义地浪费。自己所做的一切,都会成熟在自己身上,对此无人能够逾越。因此,不符合正法的王政,那些地方是地狱的准备。符合正法的王政,是通往天界的阶梯。国王等王族出身之人,因为掌管着民众,所以要尽力让所有人都进入十善业的道路。救护生命,行布施,禁止邪淫,断除妄语等。对他人的财富心生欢喜,修持慈爱和正见。征收赋税和判处刑罚等,以公正的方式治理百姓,以慈悲心和善巧方便,这样做没有罪过,也可能有功德。总集善根,如果寻求无上菩提,不违背世间习俗,不超越圣道,如法治理百姓,为了成办二利而具有力量,是王子(菩萨)的心。

The fault of false speech is that having the virtue of Dharma is most excellent. Lying brings much slander, and others will deceive oneself. Abandon divisive speech that separates others, and act to reconcile. Divisive speech does not harmonize one's own retinue, and one will obtain a quarrelsome and evil retinue. A ruler should always speak gently and strive to speak pleasantly. Speaking harshly will cause strife and one will hear unpleasant words. Completely abandon meaningless jokes, and speak meaningfully as spoken. Speaking nonsense makes speech undignified and one becomes uncertain of confidence. Whether others' wealth is large or small, one should not be greedy but rejoice. Greed destroys hope in the mind, and great desire leads to not knowing satisfaction. Abandon the mind of harming others, and generate a mind of loving-kindness towards all beings. A harmful mind brings much suffering, and others will harm one for no reason. Utterly hate the wrong view that sees actions and results as non-existent. If one does not abandon wrong views, in the next life one will become a deceiver with wrong views. For those defiled by evil views, like a sprout from a rotten seed, white dharmas will not arise, and right view is the basis of all dharmas. Like water flowing down a steep mountain, life is short and does not last long. Because one will eventually go to the next life, one should act cautiously and think of the future. Karma never deceives, so even small things should not be wasted meaninglessly. Whatever one does will ripen on oneself, and no one can transcend this. Therefore, a kingdom that does not conform to Dharma, those places are preparations for hell. A kingdom that conforms to Dharma is a staircase to the heavenly realms. Kings and those born into royal families, because they have power over the masses, should strive to lead everyone onto the path of the ten virtuous actions. Protect life, give generously, prohibit sexual misconduct, and cut off lying, etc. Rejoice in the wealth of others, and cultivate loving-kindness and right view. Collecting taxes and administering punishments, etc., govern the people fairly, with compassion and skillful means. Doing so is without fault and may even be meritorious. Having gathered the roots of virtue, if one seeks unsurpassed enlightenment, one does not contradict worldly customs, does not transcend the holy path, and governs the people well according to Dharma. In order to accomplish the two benefits, one has strength, it is the mind of a prince (Bodhisattva).
