After distinguishing these one by one, like a swan taking milk from water, adopt the meaningful words within them, and let the wise make their own decisions. Even if one understands what to take and what to discard, the affairs of the country should be decided through consultation. When all matters have been discussed unanimously, there will be no regrets no matter what happens. In the degenerate age, the treacherous cover up treachery, verbally speaking of unity, but deceiving the monarch. It is like a Brahmin leading a goat, but the thief calls it a dog. Therefore, wise monarchs and officials should understand the partiality of treacherous people, and if they are not swayed by others and gain trust, then the king will become proficient in the law. If it is true and reliable, it is worthy of trust. For those who can never be trusted, like crows and cunning owls, the wise do not reveal secrets to them. By asking the wise who can distinguish right from wrong, one can gain glory. Even the powerful Joyful One (Hanuman) summoned Hanuman and Mantha as friends. It is good to always rely on those with merit and strength. A small bird clinging to Garuda caused the dragons of the ocean to be afraid. For those who do not understand the essence of things, enlighten them through wise advice. Turbid rivers are purified with clear water jewels. Even if one has wisdom, unprecedented wisdom can arise through consultation. By listening to the opinions of the villagers, it is like the King of Light winning from war. If one does not carefully consider and research, some words can lead to mistakes. The best elephant and lion were destroyed by the fox because they were too close. If you do not measure long-term benefits, do not arbitrarily accept gifts from others. Look at the respect with which the bride accepts gifts, but in the end, she has nothing. Clever people can also confuse clever people like holding up an umbrella with deceptive means. A multitude of monkey soldiers gathered, even building a bridge across the ocean. The lotus bows towards the sun, and the water tree grows when thunder roars. Beneficial friends and beneficial advice, there is no certainty from where they come. Killing for the sake of a young wife, the monkeys burned the city of Lanka (Sri Lanka). Harmful friends and evil advice, there is no knowing from where they arise. Therefore, those endowed with wisdom, abandoning unsuitable friends and advice, relying on suitable friends and advice, will not decline from prosperity. To whom does a poor person turn for advice? When two meet, they ultimately look to counsel. Most affairs of a great kingdom are difficult to accomplish without relying on counsel. If one does not consult anyone, even if the retinue is as numerous as the stars, no one can lift that wretched foolish lord from his miserable state. If many gather and deliberate, even the great find it difficult to overcome. It is said that a gathering of ants killed a lion cub. Whether one wishes to protect one's own side or to destroy the other side, gathering the strength of many, being friendly is praised by the wise. Even if one is as loving as parents, without counsel, how can that person's desires be fulfilled, and how would others know the ways? Because the understanding of all beings is diverse, even in unreasonable matters, it is easy to find harmonious advice, what need is there to mention suitable advice? Those who have reached harmonious advice, whether they are near or far, in order to engage as if it were one's own affair, great tasks are accomplished through counsel. It is said that friendship arises from within counsel, as proclaimed in the words of ancient scholars. Not consulting in the beginning, regretting in the end is the mark of a fool. If one deliberates well, good thoughts arise, and all matters are in accord with the purpose, so that even difficult situations are accomplished without difficulty, therefore, those who possess many attendants, why do they not consult with their attendants? Great affairs, without counsel, with mere words, who can accomplish them like the curse of a sage? Even without counsel in matters that should be decided, it can be accomplished by the words of the lords of the earth. Therefore, wise rulers.
