于此,乃至属于畜生之类,对于无畏安乐,令其成熟之,方法君王应恒常行之。对于突如其来的军队陈列,以及善妙的桥梁、道路险隘的建设,从仇敌、盗贼、猛兽侵扰等等中,无偏袒地令众生得以喘息。对于破坏家庭和以虚假之浪潮,欺骗世间之人等,不应助长势力,应加以制止,应压制恶劣奸诈之徒的势力。对于精通三藏、具足戒律精进、成就之瑜伽士、持法者等,作为地方之庄严而安住,从远处赞颂并作恭敬之举。应慈爱弱小者,应谴责无端炫耀武力者。于国土安乐祥和之地,彼处天神亦生欢喜。于其他地方,时时为了贸易和利益而前往者,集合为队伍并引导之,应使连同首领一同顺利前往。若以少数成办则难行,若集合众多则互有利益,对于能够安乐成办者,君王应如是集合之。为了众生互不争斗,彼此互为友伴,成为意义一致之方法,应以柔和或严厉何者适宜则如是结合。于乡村牧区各自之地方,对于各自应得之居所受用,应和合享用,以贪婪偏袒则以法律禁止。地方之人众彼此之间,需集合力量守护己方,故无有争执地,应共同守护地方之边境。因僧侣与婆罗门,被说是君王之根本,故以僧团聚集之门等,应守护僧团之僧众。于地方时节,于彼处适合之,有何众生安乐之方法,地方之主应集合之,应下令如何有益。应努力思考,如何使属民增长,以及安乐之方法。即使是属于自己的一个人,也不应使其受损,应如黄金般珍惜。大多数众生因愚昧,连自己微小的利益也无法成办。为了教导不识字之人,君王如同父亲一般。大多数众生因怯懦,因缺乏精进而困顿者,通过劝勉工作并引导之,君王如同船夫一般。大多数众生如毒蛇般恶

Here, even including those belonging to the animal kingdom, the king should always implement methods to ensure fearless well-being. He should arrange for sudden troop deployments, construct virtuous bridges and difficult roads. He should provide relief to all beings from enemies, thieves, wild animals, and harm. He should not encourage those who disrupt families and deceive the world with waves of lies, but restrain them and suppress the power of wicked and deceitful individuals. He should establish those who are learned in the three baskets, diligent in discipline, accomplished yogis, and Dharma holders as ornaments of the land, praising them from afar and showing them respect. He should show compassion to the weak and condemn those who boast of their strength inappropriately. In a land where there is peace and well-being, even the gods are pleased. Those who travel to other places from time to time for trade and profit should be gathered into groups and led by their leaders, ensuring their safe passage. If one tries to accomplish things with few people, it is difficult, but if many are gathered together, they can benefit each other. The king should gather those who can accomplish things easily in this way. So that people do not fight with each other, but are friends to one another, he should combine gentleness and harshness as appropriate to create a harmonious environment. In each village and nomadic area, people should harmoniously enjoy their allotted dwellings and possessions, and greed and partiality should be prohibited by law. The people of the land should unite to protect their own interests, and without contention, they should jointly guard the borders of the land. Since monks and Brahmins are said to be the foundation of the king, he should protect the monastic communities through gatherings and other means. The ruler of the land should gather together whatever methods are suitable for the well-being of the people in that place and time, and issue decrees on how to benefit them. He should diligently consider how to increase the number of subjects and how to ensure their well-being. He should not harm even one person under his authority, but cherish them like gold. Most people are ignorant and cannot even accomplish their own small interests. The king is like a father to teach the illiterate. Most people are timid and impoverished due to a lack of diligence. The king is like a boatman, encouraging them to work and guiding them. Most people are as venomous as snakes.

Giving comfort to those who are afraid, helping those who are suffering, making those who have hope happy, the king is like a wish-fulfilling tree. Showing what should be accepted and what should be discarded, distinguishing between right and wrong actions, in order to guide them onto the right path, the king is like an eye. Decorating well in all directions with his own glory, making the people around him happy, the king is like a precious treasure. Unable to be shaken by the attacks of enemies, making those who belong to him feel safe, making all groups of competitors feel ashamed, the king is like a vajra fortress. Being prominent by the power of merit, relying on the blessings of gods and protectors, completely victorious over all sides, the king is like a precious victory banner. Like this, the lord of men who possesses excellent qualities, even without going to the Thirty-Three Heavens, is like the king of the four-faced gods, making even those who enjoy the food of nectar gather with joy. Even the best vase, the king of wish-fulfilling jewels, cannot compete with this precious lord of men. His glory makes all the glory of heaven, used as if held in his own hands. The sound of glory, splendor, and fame, even spreads around the ocean, like the second sun on this earth, shining brightly with unparalleled qualities and glory. From the Ornament of Ruling the Earth, a Treatise on Law, examining the method of protecting the peace of the region, which is the fourteenth chapter. For the happiness of the people of the region, and matters such as good laws and order, it is best to consult and accomplish them together with trustworthy people. Even if one has the wisdom to distinguish between good and bad, one should accomplish things through consultation. Not only will it succeed, but even if it does not succeed, it is beautiful. When initially conducting investigation and research, let alone ministers who are suitable for consultation.
