A king lives by the law; a Brahmin lives by protecting his caste. If each of their livelihoods declines, no other religion can save them. When the controller of life ceases, can other controllers provide help? The name 'king' is also obtained because he has become the master of the law. If the law cannot be judged according to justice, even if there is a king, it is as if there is none. When one becomes the master of the law oneself, even enemies should be judged according to justice. Even if harm is done, it should be done at another time. The law of the wise has no partiality. In places where there is law, those who act according to the Dharma feel safe, and those who do not act according to the Dharma become cautious. Good law is the protector and refuge of the world. Even hearing that criminals are punished appropriately, good people will breathe a sigh of relief, and evil people will be afraid. When hearing that criminals are not punished, good people will also be worried, and evil people will open the door to recklessness, as if they are prepared. When hearing that innocent people are punished, good people will also be disappointed, and spread the bad reputation in the realm of the gods that the king is evil and degenerate. If innocent people are not treated as guilty, those who know the situation of the innocent will praise the king, and the gods will be pleased. Those who harm the lives of others, should take their own bodies as an example, and prevent the continuation of future sins through beatings and other means. Those who steal the property of others should be compensated by paying and doubling the compensation. Robbing wives, slaves, etc., should also be prohibited in the corresponding manner. If the king is too harsh, unruly people and thieves will increase, and the country will become worse and worse. Even if the king is compassionate, he should inflict appropriate punishments on the unruly, and also have compassion for the poor sentient beings. This is what is said in the Sutra of True Speech. In the Sutra of the Ten Wheels of Earth Store, the Blessed One said to the essence of the Great Brahma God: After ordaining out of faith in the teachings, shaving hair and beard.
