具有慈悲心的统治者, 会思考如何才能治理好自己的领土。 让百姓安乐的是生计, 阻止不安滋生的是法律。 因此,为了世界的安宁,通过生计和法律这两方面, 来守护百姓。 统治者如果想要守护自己的领地, 首先要好好守护自己。 如果连自己都无法守护, 又如何守护他人呢? 首先,对于自己的寿命和身体, 以及作为四支根本的要素, 要努力寻找使其长久稳固和延续的方法, 从而进行守护。 通过珍贵的药物和明咒的, 调配,或者风的瑜伽等, 具有方法的仪轨, 来好好守护身体。 通过福德,今生来世都会安乐, 具有福德,所想之事都能成就。 因此,要努力积累福德, 请看福德之力的传记。 智慧、事业、住所、友伴、财物, 等等一切的兴盛, 如同天人和龙族的如意宝, 依靠福德之力,不费吹灰之力就能获得。 通过正念、正知和谨慎, 守护心的功德, 并以精进,使其更上一层楼, 要运用使其增长的方法。 《圣妙金光经》和, 《大乘庄严宝王经》的顶髻陀罗尼, 《地藏十轮经》和, 《文殊根本续》等等, 如来所说的经典, 从善知识那里获得传承, 并大作供养和恭敬, 按时读诵和思维, 那么这些王族的福德就会增长。 对于众多的密咒坛城, 那些以信心好好进入, 接受灌顶并守护誓言的人, 寿命、福德和名声都会增长。 只要没有变得贪得无厌, 那么功德就是清净的。 如果沉溺于贪得无厌之中, 功德又怎么会变得高尚呢? 如果没有羞耻心,那他的功德, 就会被谈论,从而恶名滋长。 因此,要有羞耻心和惭愧心, 从而守护自己的功德。 当房屋燃起大火时, 如同羞耻感遮蔽身体一样, 即使死去也被称为生于梵天, 经典中是这样讲述这种功德的。 仅仅是羞耻心就具有如此, 巨大的功德, 那么对于具有羞耻心和惭愧心的人来说, 守护功德又何须多言呢? 羞耻心

That ruler with a compassionate heart, Will contemplate many ways to govern his territory well. What makes the people happy is livelihood, What prevents unrest from growing is law. Therefore, for the peace of the world, through these two aspects of livelihood and law, Protect the people. If a ruler wants to protect his own territory, First, he must protect himself well. If he cannot even protect himself, How can he protect others? First, for one's own life and body, And the elements that are the root of the four branches, One must strive to find ways to make them last and endure, Thereby protecting them. Through precious medicines and mantra's, Preparation, or yoga of the winds, etc., With rituals that have methods, To protect the body well. Through merit, one will be happy in this life and the next, With merit, one's wishes will be fulfilled. Therefore, one must strive to accumulate merit, Look at the biography of the power of merit. Wisdom, activities, dwelling, companions, wealth, And all such prosperity, Like wish-fulfilling jewels for gods and nagas, Through the power of merit, one obtains them effortlessly. Through mindfulness, awareness, and caution, Protect the qualities of the mind, And with diligence, from higher to higher, Apply the methods to make them grow. The "Noble Golden Light Sutra" and, The "Extensive Play Sutra's" Crown Dhāraṇī, The "Earth Store Ten Wheels Sutra" and, The "Mañjuśrī Root Tantra" etc., The scriptures spoken by the Tathāgata, Obtain the transmission from a virtuous friend, And make great offerings and reverence, Read and contemplate them in due time, Then the merit of these royal families will increase. For the many maṇḍalas of mantras, Those who enter well with faith, Receive empowerment and keep the vows, Life, merit, and fame will increase. As long as one does not become greedy, Then the qualities are pure. If one indulges in greed, How can qualities become noble? If there is no shame, then his qualities, Will be talked about, and bad reputation will grow. Therefore, one must have shame and embarrassment, Thereby protecting one's own qualities. When a house is on fire, Just as shame covers the body, Even if one dies, one is called born in the Brahma realm, This is how the sutras describe this quality. Just shame alone has such, Great qualities, Then for those who have shame and embarrassment, What need is there to say about protecting qualities? Shame

Those who are overly adorned, no matter how they dress up, are not beautiful. Especially for great people, shame and conscience are of utmost importance. If great people do not know shame, then who will subdue those who are shameless? If fear arises from refuge, and fire ignites from water, who can extinguish it? Being belittled by the shameless, falling from the position of greatness. Still not understanding one's own duty, presuming to be great, what a sad mistake. Those afflicted by desire have no shame or conscience. Those afflicted by hunger have no strength or radiance. Those afflicted by illness have no sleep or comfort. Therefore, be cautious about the places of desire. There is no mire like desire. There is no harm like hatred. There is no bondage like ignorance. There is no river like craving. There is no defilement of beings like attachment. There is no harm to others like jealousy. There is no friend like begging, there is no wealth like giving. There is no eye like wisdom, there is no good friend like hearing. There is no ornament like merit, therefore, carefully consider faults and virtues, and protect yourself. The law of humans, the pillar of life, is uprightness. Most noble actions are not covered by the mud of hypocrisy. They appear like pure gold. Food and wealth obtained through deception, although one feels they have been obtained, will eventually be lost. Those who deceive trust, living is like not living. Cause and effect will not be absent, and cannot obscure the divine eye. The evil faults of the deceitful will be repeatedly experienced in this life and the next. Taking karma and the divine eye as witness, those whose hearts are pure. In the world of gods and humans, they are beautiful like an unobstructed full moon. If one has not committed evil deeds, even Indra cannot blame them. Anyone who is without evil deeds is fit to subdue those who do evil. Abandoning goodness and grasping evil, evil people are like leaky containers. Abandoning evil and doing good, like a magnet and a noble person. If one is skilled in understanding the meaning, and always abides in noble actions. Then the precious lamp, like a burning light, will not be harmed by the scattering wind. Without speaking, before others ask, one can understand thoughts from expressions, etc. At the appropriate time, accomplishing things without delay, such a person is wise. It is difficult for ordinary people to understand.
