Like seeing fodder as food, Sin is seen by children, As their mother's food and consumed. In the past, righteous kings, Even gave up their lives and possessions, To protect their subjects. Alas, look at the difference in wisdom! Putting aside their own interests to pursue the interests of others, Who would not protect them? Fruitful trees and pleasing waters, Will become the desired place for all. Those who prioritize their own interests and abandon others, Who will accept them as refuge? Barren trees and unclean water, Who with wisdom would rely on them? Those who, by relying on them, obtain glory and fame, Wealth and happiness in abundance, Following the good vase and the wish-fulfilling jewel, Those who rely on that supreme person will be victorious. If the one relied upon is controlled by faults, such as anger and greed, and destroys their retinue, Who would rely on an evil ruler who possesses poisonous trees and pools of poisonous water? Therefore, whoever Relies on me, Will be freed from suffering and attain happiness, Spending day and night in such contemplation, Good rulers are meaningful. Even if one only thinks of one's own interests, To accomplish one's own interests well, There is nothing more important than protecting one's retinue, What other task is there for a king? Just as birds do not gather around barren trees and dried-up lakes, People abandon places where royal power and authority have declined. In times of happiness, even gods gather, In times of suffering, even sons flee, The king should fill his entire country, With glory like the ocean. If one is rich with retinue and wealth, How can the king not possess power? When wealthy, everyone is a friend, When in decline, everyone is an enemy. The king should think, for those unbearable, Impoverished, indebted, and suffering people in the country, For these helpless ones, Who else but me can be their refuge? For those who are extremely unruly, The king should not think they are despising him, And become angry, Because they are blinded by their faults. Because they are blinded, they even harm their parents, Harming the Three Jewels, Disregarding their own happiness, How can one not feel compassion for them? The blind jumping into the abyss, Is not despising the abyss, But their own karma despises themselves, Involuntarily suffering.

It's just experiencing suffering in vain. Likewise, towards those who are unruly, Having generated the thought of compassion, Just like a father disciplines his son, Expel those who are wicked and difficult to tame from their place. Separated from suffering, despised by one's own people, Relying on those who are burdened with debt and are evil, Abandoned by friends upon being seen as poor, These five are like being burned by non-fire. Towards those who are old, young, and sick, As well as the weak, those who have lost their means, and similarly those who are declining, Those abandoned by the king and those who have become helpless, Those without compassion are not fit to be human. With the thought, "I am one with a protector," The lamentations of the weak, filled with tears, Petitioning the lord of the land for the truth, How can the mind endure abandoning these? Because there are many instances where the extremely weak, Are unable to effectively plead to the lord of men, Therefore, it is wise to properly understand and examine, The happiness and suffering of the subjects at all times. It is easy to live comfortably oneself, But rare are those who look upon the misfortunes of others. A good ruler is one who can put himself in another's shoes, And has the ability to contemplate and discern. Even if one thoroughly examines with the mind in every way, One does not see anyone more miserable than oneself. Therefore, each person has their own suffering, So I should not harm others. Because all beings are perfectly equal, In desiring happiness and not wanting suffering, Therefore, observing my own situation, I feel compassion for other beings who have become extremely impoverished. I am the protector of these beings, And all of these rely on and look to me, Therefore, giving up my life is most worthy, Thinking that I should not abandon these. Not giving refuge to those who are without refuge, And not striving to give them a chance to breathe, Those who take the wealth of the subjects and do not care for them, If they have any shame, then who is shameless? Having relied on those with qualities, Even for the sake of life, they will not abandon them. Just as a lion does not despise its limbs, It protects the offspring of the monkey. No matter how much kindness is shown to the wicked, When circumstances arise, they will deceive you. Even if you rescue a wicked person from the water, They will show the Ruru deer to others. Not exceeding one's own boundaries, Even if one becomes very unruly, Because he belongs to oneself, One need not fear being despised, strive to tame him. For those who have exceeded one's own boundaries, Even if they cause harm, how can one punish them with penalties? One merely tries to despise them.
