If disputes arise, It's not the fault of the subjects, but the fault of the king. Therefore, for outsiders and heretics, Whoever resides in the king's land, The ancient faiths of each, The king should protect as before. Do not mix them together, Do not allow them to harm each other, If each is maintained without decline, That is the way to govern the people. Except in times of need, For tribes, castes, and positions, Do not unnecessarily, Randomly increase or decrease. If gifts and offerings at unexpected times, are given without partiality, The people can be satisfied and say, "The ruler does not favor any side." For attire and conduct, Do not be inconsistent, If you always remain balanced, That is the way to live virtuously. When praised, do not be arrogant, When criticized, do not be discouraged, One who always remains balanced, That ruler is dignified. With the foresight to look ahead, Treat enemies like sons, Eventually subduing the enemy, That is the virtue of a broad mind. If wisdom is as vast as the ocean, Immature people cannot comprehend it. Do not rely on the clamor of the ignorant, The actions of the wise are admirable. For the sake of great deeds and high status, Do not look at trivial matters. To control all lands, What is the loss in giving whatever is available? Those with a broad mind that can accommodate all, Are difficult for narrow-minded people to tolerate. For those with short-sightedness, Today is more important than tomorrow. Like a bee bound by nectar, A fool is attached to trivial matters, Unable to make decisions on important matters. Always procrastinating. Using wealth to attract wealth, In order for one thing to arise from another, When seeing a great event about to succeed, By all means, the wise cannot procrastinate. First, examine carefully and cut off doubts, In the middle, do whatever you do without fear, In the end, whether good or bad, The wise have no regrets and are always happy. Whatever a fool does, It is rare to be without fear, regret, and doubt. Most of the actions of the wise, Are free from these three, so they live in peace. With short time and small means, It is difficult to accomplish great tasks. With long time and great means, If you do it, what cannot be accomplished?

又没有。(没有)。对于贤良之士,地位最为重要。精进功德与闻法,以及增长财富和权势的方法,是什么就仔细探究。为了成办那些目标,食物、财富、资财如草芥般舍弃。不适之处特别忍受,身体也像奴仆般役使。仅仅为了积攒财富而勤奋的人,吝惜食物,守护财富。下等之人把食物留给别人,却对食物仔细地挑剔。耕种时节精打细算,需要时却粗暴对待。为了享用而积攒财富,不享用而积攒是痛苦之源。做事像灰尘般细致,心胸却像大地般宽广。 善恶如彩虹般分明,心胸如天空般开阔者为 श्रेष्ठ。饮食和行为保持均衡,则诸元素平衡,无病安乐。若能平等对待众生,则四面八方的人们聚集并敬佩。若能保持对快乐和痛苦的平等心,则时时远离痛苦,安乐自在。若不执着于极端,生起平等心,则具足正见,安住于法性之义。若无偏颇而平等,则是民众之主,具备此等功德者,堪为 राजा(国王)。徇私情,做事不公正,是破坏法律,导致诸多损害的原因。如大地般平等的国王在世间,是民众的依靠。是众多广大功德,美好果实之源。律典《治理大地的庄严》中,关于平等对待一切的辨析,第十一品完毕。拥有慈悲心的统治者,像对待独子一样爱护臣民。舍弃自己的生命和财富,来守护眷属。以牲畜为生的人们,若不以慈爱之心照料牲畜,难道不会遭受衰败吗?明白自身利益,就应守护眷属。树木枝繁叶茂,是树木本身的兴盛之象征。眷属圆满,是国王权势强大的象征。国王国王之所以被称为国王,是依赖于臣民而得名。对于孤身一人,谁会称他为国王呢?末法时代的王族们,臣民。

And there is none. For the virtuous, status is most important. The means to cultivate merit, to hear the teachings, and to increase wealth and power, whatever they may be, are carefully investigated. To accomplish those goals, food, wealth, and possessions are given away like grass. Discomfort is especially endured, and the body is used like a servant. Those who are diligent only in accumulating wealth are stingy with food and guard their wealth. Inferior people leave food for others, yet scrutinize it carefully. They are meticulous during the farming season, but act rudely when needed. Wealth is accumulated for the sake of enjoyment; accumulating without enjoying is a source of suffering. Although actions are as meticulous as dust, the mind is as vast as the earth. Those whose discernment of good and bad is as clear as a rainbow, and whose minds are as open as the sky, are supreme. If diet and conduct are kept in balance, the elements will be balanced, and one will be healthy and happy. If one treats all beings equally, people from all directions will gather and admire. If one maintains an equal mind towards happiness and suffering, one will always be free from pain and live in comfort. If one does not cling to extremes and cultivates an equal mind, one will possess good views and abide in the meaning of the nature of reality. If one is impartial and equal, one is the lord of the people; whoever possesses these qualities is fit to be a king (Raja). Acting out of favoritism and being unfair in one's actions is a violation of the law and a cause of many harms. A king who is as equal as the earth in the world is the support of the people. He is the source of many great qualities and good fruits. From the Treatise on Governance, "The Ornament of Ruling the Earth," the eleventh chapter, "Analysis of Equality towards All," is complete. Those rulers who possess compassion cherish their subjects like their only child. They give up their own lives and wealth to protect their retinue. Even those who live by herding livestock, if they do not care for their livestock with love, will they not suffer decline? If one understands one's own benefit, one should protect one's retinue. A tree that flourishes with leaves is a sign of the tree's own greatness. A retinue that is complete is a sign of the king's great power. The term "king," is named in reliance on the subjects. Who would call a solitary, stubborn person a king? The royal families of the degenerate age, subjects.
