若以嗔恨行事,就应对嗔恨本身嗔恨。若被蛇所咬,因惧剧毒蔓延,即使是自己的手指,也应如法斩断。对于无法调伏的,不驯顺的恶人所居住的,那个地方也为了避免痛苦,应从自己的居所抛弃。如果自己国家的人民,万一犯了罪过,即使已经处以适当的刑罚,因为是自己所管辖,所以应生起慈悲心。对于没有慈悲心且心怀恶意的人,即使是母亲,儿子也会逃离,更何况是臣民呢?臣民减少,国王也会衰落。对于居住在自己国家里的,突然来访的客人和贫困的人们,应尽力保护,不应轻视。如果想要自己圆满兴盛,那么帮助他人被认为是最好的方法。帮助他人的那些人,即使不是国王也像国王一样。争斗时代的恶王们,一旦看到臣民的兴盛,心中产生刺痛,这就像死亡的预兆一样颠倒错乱。慈爱的圣人,对于其他国家的兴盛,也感到高兴和随喜,这样会增加自己的兴盛。了解事物的本质后,对于敌人也以慈爱之心遍布,这样的统治者,能够统治所有的土地。心中常怀慈爱,布施和善言,为臣民谋福利的国王,他的名声会传遍三界。对于那些拥有慈爱之心的人,福德的力量会使诸神喜悦,甚至非人也会守护,更何况是人类呢?在仁慈的国王所统治的国土上,各种财富如夏天的水般增长。不会被敌人的军队侵犯,人民也会因喜悦而感到安宁。慈爱的国王如满月般,当众生的福德光辉照耀时,那个地方因为有守护者,所以被称为国王不会衰败。《律经·治国之宝》中,关于考察慈悲的论述,第十二品结束。如此稳固且以此平衡。

If one acts with anger, then one should be angry at anger itself. If one is bitten by a snake, fearing the spread of venom, even if it is one's own finger, it should be cut off according to the law. That country where the untamed and wicked reside, which cannot be subdued, should be abandoned from one's own place to avoid suffering. If the people of one's own country happen to commit offenses, even if they have been punished with appropriate penalties, because they are under one's jurisdiction, one should generate compassion. If even a son flees from a mother who lacks compassion and harbors malice, what need is there to mention the subjects? If the subjects diminish, the king will also decline. One should protect the sudden guests and the poor who reside in one's own country as much as possible, and should not disregard them. If one desires one's own perfect prosperity, then helping others is praised as the best method. Those who help others, even if they are not kings, are like kings. When evil kings of the age of strife see the prosperity of their subjects, they feel a sting in their hearts, which is as perverse as an omen of death. A loving and holy person rejoices and appreciates the prosperity of other countries, which increases one's own prosperity. Having understood the nature of things, that ruler who pervades even enemies with love will subdue all lands. That king who cherishes love in his heart, gives generously, speaks sweetly, and works for the benefit of his subjects, his fame will spread throughout the three realms. Where the glory of loving-kindness resides, the power of merit will delight the gods, and even non-humans will protect, what need is there to mention the assembly of human beings? In the land of a compassionate king, various riches increase like the waters of summer. It will not be trampled by the armies of enemies, and the people will be secure with joy. A loving king is like the waxing moon, and when the merit and glory of beings shine forth, that land is said to be not depleted by the king himself because it has protectors. From the 'Treatise on Governance, the Ornament of Ruling the Earth,' the twelfth chapter on examining compassion is complete. Thus, it is stable and balanced by it.
