Just as with individual faults and merits, people develop feelings of liking and disliking. If someone is without arrogance and is docile, associating with them brings happiness, and friendship becomes very stable. Just like in the lush shade of a good tree laden with fruit, those who rely on it, like taking a rest, obtain happiness. If someone is very arrogant and untamed, even if they are born into a high caste, those who seek refuge in them will not be of any help, like the shade of a small cloud that moves elsewhere. Therefore, one should rely on a ruler who is without arrogance and is docile. One who is without arrogance and possesses the quality of humility, even if not the moon, makes all three realms happy. Associating with them is very pleasant, although they are a sacred entrance, they are not a pool of nectar. Although all people like them and express their desire with their eyes, they are not a pleasure garden of the gods. Although they are not an immeasurable palace, they possess the means to open a hundred doors to happiness and goodness in this life and the next. From the Ornament for the Protectors of the Earth, a Treatise on Examining the Humility of a Ruler, the tenth chapter is complete. Those who are lords of men, abiding in a great position, should, towards all the people of their retinue, without partiality, maintain a mind of equality, like the vast earth. Even those who embark in the same boat, if they are partial, it is not pleasing. What need is there to mention one who has become the leader of many people? All the people of one's subjects equally rely on that lord. Therefore, they should be cared for equally; if they are unequal, disappointment will occur. Cherishing those who have qualities, and punishing those who are unruly, in order to clearly show the results of each person's actions, this is not inequality. Whatever fortune each person has obtained, what is there to distribute in this? If taxes, laws, and methods of protection are biased, that is inequality. The king should protect his own country from enemies and harmful, impoverished regions as much as he is able. If he cannot protect even one, he is not a king. By what means should he protect? For those who do not know their own benefit and are incapable, he protects them by establishing laws: "Do this, do not transgress this." If anyone transgresses the law, whoever they may be, they should be punished equally, and no one should be shown leniency; if this is done, the law is just. After the law has been made just

苏。为了养育众生安乐,以恩德如法收取六分之一的赋税,吉祥时代诸王也是如此收取。末世时代的君王们,不按规矩养育众生,对赋税横征暴敛,如同无耻的奴仆。\ 无耻的奴仆们,见到饮食就拼命争抢,见到困难就想方设法逃避,不做事却想要工钱。征收合理的赋税,也应根据贫富程度,协调一致地收取,不平等地收取怎么能公平呢?对于所有需要征税的百姓,应根据地方时节和财产状况,在不损害家业的情况下收取,不要用无法承受的重负来折磨他们。要像挤牛奶和采摘鲜花一样,不能损伤根本。如果损伤了根本,国王又能从谁那里收取呢?百姓们依靠自己的双手,获得的享受已经很少了,每年的衣食住行,想要无忧无虑地拥有也很难。众多城市的赋税,即使稍微收取一点,加起来也很可观。因此,国王应该对臣属们,怀着慈爱之心收取赋税。对于贫困者和劳动者等,对国王有益的行为,按照平等的原则,所有臣属都能安乐地分担苦乐,那才是最好的。有些人做什么都很自由,有些人却总是受制于人而痛苦。在一个差异如此之大的地方,百姓们的生活不会富裕。对供养处圣者的侍奉,以及对有功之人的赏赐,百姓们不应该嫉妒,但应该平等地对待同类。因为众生的命运由业力决定,所以即使是佛陀,也不能让所有人的苦乐都一样,更何况是其他的国王呢?但是,在处理具体事务时,只要做到一视同仁,不偏不倚,公正处理,无论地位高低,都会尊重您的命令。为了所有国王的共同利益,做事不应偏袒,不应说偏袒的话,给予也不应有偏颇。坚持自己的宗教信仰,尽力帮助佛教,如果因此而排斥其他宗派,这不是国王的过错,而是臣属的过错。珍视自己的宗派,却损害其他宗派

Su. In order to nurture beings in happiness, kings of auspicious times also collected one-sixth of the tax with kindness and according to the law. Kings of degenerate times, instead of nurturing beings according to the law, oppressively levy taxes, like shameless servants.\ Shameless servants, upon seeing food and drink, rush to grab it. Upon seeing hardship, they try to escape by any means. They want wages without working. Collecting appropriate taxes should also be done in accordance with the level of wealth and poverty, and collected equally. How can it be fair if it is collected unequally? For all the subjects who are to be taxed, it should be collected according to the local season and wealth, without harming their livelihood. Do not torment them with unbearable burdens. Like milking a cow and picking flowers, the root should not be damaged. If the root is damaged, from whom will the king collect? The people, with their own hands, have little enjoyment. Every year, food, clothing, and shelter are hard to come by without worry. The taxes of many cities, even if collected a little, add up to a lot. Therefore, the king should collect taxes with love for his subjects. For the poor and laborers, etc., for actions that benefit the king, according to the principle of equality, it is best if all subjects can happily share the joys and sorrows. Some are free to do whatever they want, while others are always tormented by being controlled by others. In a place with so much difference, the people's lives will not be prosperous. The people should not be jealous of the service to the holy objects of offering, and the rewards to those who deserve it, but they should treat their own kind equally. Because the fate of beings is determined by karma, even the Buddhas cannot make everyone's suffering and happiness the same, let alone other kings? However, in dealing with specific affairs, as long as you are impartial, unbiased, and fair, everyone, high or low, will respect your orders. For the common good of all kings, actions should not be biased, biased words should not be spoken, and giving should not be biased. Uphold your own religious beliefs, and do your best to help Buddhism, but if you exclude other sects because of this, it is not the fault of the king, but the fault of the subjects. Cherish your own sect, but harm other sects.
