萨!以佛法治理国家,应当时刻舍弃非法之事。也应如实地宣扬佛法,应欢喜利益众生之事,应阻止作恶之事。何时以如法的惩罚来调伏那些无法阻止的作恶者,国王将获得名声,国土的光辉也将增长,百姓也将安乐。要将这些话谨记在心。过去世的时候,有位名为“力量自在顶”的国王之子,他从父亲那里很好地听闻了这部《美饰顶》论典,他以前就是以这种方式教导的。世尊说,他做了两万年的国王,甚至连一瞬间都没有做过非法之事。现在的国王们,也应该记住世尊的这些话。出自《律典·守护大地之庄严》,《金光明经》中所说的国王律典的分别之第八品。正如大海不会有涨落一样,善良的君主们也永远不会背离法度。新旧各派的宗教,无论是什么,都应以祖先时代的传统为重。如果改变了,就会增加不安。对于大臣等拥有地位的家族,也应尽可能地让他们保持原样,这样才能保持原有的美好。布施的方式和政治制度,都应按照古老的规矩来执行,如果出现不应有的、前所未有的事情,那就是衰败的征兆。任何超越自身行为准则的行为,对谁来说都不美好,特别是对于国王们来说,不违背法度才是最高的品质。末世的人们,喜怒哀乐、傲慢谦逊、温和粗暴等等,行为方式各不相同,每天都在发生很多变化。刚开始的时候容易相处,但长期交往就会无缘无故地产生厌倦的朋友,被称为“心术不正、不稳固”的人。一开始难以亲近,但相处融洽后,反而会产生牢不可破的友谊,这种朋友被称为“心智坚定”的人。稍微有点高兴就得意洋洋,稍微有点

Sa! A country should be governed by Dharma, and non-Dharma should always be abandoned. Dharma should also be taught correctly. One should rejoice in doing good to sentient beings, and one should prevent evil deeds. When those who do evil and cannot be stopped are subdued by proper punishment, the king will gain fame, the glory of the country will increase, and the people will be happy. Keep these words in mind. In the past, there was a king's son named "Power-Free Crown". He heard this treatise "Beautiful Crown" well from his father. He used to teach in this way before. The Blessed One said that he was king for 20,000 years, and he never did anything illegal even for a moment. The present kings should also remember these words of the Blessed One. From the "Discipline Sutra: The Ornament of Protecting the Earth", the eighth chapter of the king's discipline sutra from the "Golden Light Sutra". Just as the great ocean does not rise and fall, so the good lords never deviate from the law. The religions of the old and new schools, whatever they may be, should be based on the traditions of the ancestral times. If it changes, it will increase unrest. For the families of ministers and others who have positions, they should be kept as they are as much as possible, so that the original beauty can be maintained. The way of giving and the political system should be carried out according to the ancient rules. If there are undue and unprecedented things, it is a sign of decline. Any behavior that goes beyond one's own code of conduct is not good for anyone, especially for kings, not violating the law is the highest quality. People in the degenerate age, joys and sorrows, arrogance and humility, gentleness and rudeness, etc., have different ways of behavior, and many changes occur every day. It is easy to get along at the beginning, but long-term relationships will cause boredom for no reason. Friends are called "unscrupulous and unstable" people. It is difficult to get close at first, but after getting along well, an unbreakable friendship will be formed instead. This kind of friend is called a "firm-minded" person. 怯懦而沮丧。 恶人如秤杆, 卑劣之人亦如是。 对于合理与不合理, 行为与言语等, 过早显露情绪, 如同猴子般轻率。 赞美贬低,柔和粗暴之语, 大多如山谷回音般消逝。 如被喧嚣惊扰的狗, 心胸狭窄,精疲力尽而混乱。 苦乐无常, 轮回景象如梦幻。 富有时不应骄傲, 贫困时也不应沮丧。 受恩却忘记, 是人中最卑劣的。 知恩图报之人, 吉祥护法常伴左右。 即使对于微小的恩惠, 也要生起报恩之心。 如蹄印之水般, 不可轻易使国王高兴。 如海面上的水泡, 恶人虽嚣张一时, 如须弥山般不可动摇的, 人主是世间最殊胜的。 如同老人观看孩子们的游戏, 对于轻率之人的行为, 不应生起愤怒与欢喜。 高尚之人言语庄重, 承诺之后即使是小事, 若非违背誓言的大事, 怎会轻易改变? 言语和行为若无定准, 无论何人,尊重皆少。 言之有物的贤士, 其言语无人敢违背。 誓言若如山般坚定, 则自身一切需求皆能成就, 成为人们信任的所在, 威慑之下,天神亦生畏惧。 心志不坚定,于佛法与世欲, 无论做什么都无法完成。 事情做得多,成功却很少, 承诺很大,行动却很小。 心志坚定之人无论做什么, 经年累月地努力, 如水滴积聚成大海, 最终成就广大的果实。 心志不坚定之人,纵然因才华, 一时被赞誉, 也如石头上涂抹的樟脑香, 不会长久,终将消散。 对于具有各种想法的人们, 不要盲从所有言论, 自己仔细分析之后, 不要违背适宜的道理。 如水泡般脆弱无力的心, 无法成就任何世俗与佛法之事, 以坚不可摧的金刚般勇气, 方能轻易成就一切合理的意义。

Regarding what is reasonable and unreasonable, Actions and words, etc., To show emotions too early, Is as frivolous as a monkey. Praise and blame, gentle and harsh words, Mostly vanish like echoes in the mountains. Like a dog disturbed by noise, The narrow-minded are exhausted and confused. Since happiness and suffering are uncertain, The phenomena of samsara are like a dream. When wealthy, one should not be arrogant, Nor should one be depressed when poor. To forget kindness received, Is the most inferior among people. For those who know and repay kindness, Glorious protectors always abide nearby. Even for small favors, One should generate a mind of gratitude. Like water in a hoofprint, It is not easy to please a king. Like bubbles on the ocean, Evil people are also temporarily arrogant, But the lord of men, immovable like Mount Meru, Is the most supreme in this world. Like an old man watching children's games, One should not generate anger or joy, Towards the actions of frivolous people. Noble people are solemn in their words, Even if it is a small matter after making a promise, How could they easily change, Unless it is a major matter that violates the oath? If words and actions are uncertain, No matter who it is, respect will be little. The words of a wise man who speaks meaningfully, Are difficult for anyone to disobey. If vows are as firm as a mountain, Then all one's needs will be accomplished, Becoming a place of trust for people, Under intimidation, even gods will be afraid. With an unstable mind, in Dharma and desire, Whatever one undertakes cannot be completed. Much is done, but little is accomplished, Promises are big, but actions are small. Whatever those with firm minds accomplish, Through continuous effort over the years, Like drops accumulating into an ocean, Ultimately, they possess vast results. Even if those with unstable minds, Are temporarily praised for their talents, It is like applying camphor scent to a stone, It will not last long and will dissipate. For people with various ideas, Do not blindly follow all opinions, After carefully analyzing it yourself, Do not deviate from what is appropriate. A mind as weak and powerless as a water bubble, Cannot accomplish any worldly or Dharma affairs, With indestructible, vajra-like courage, One can easily accomplish all reasonable meanings.
