There is no need for the fruits of higher realms and lower realms, thus transforming afflictions, which is the tenet of the three divisions of outer tantra (Kriya Yoga). Furthermore, when a peacock appears, as soon as it sees a poisonous tree, it eats it with an extremely joyful mind, without regard for anything, and thus its youth flourishes, and its feathers become beautiful and lustrous. Similarly, the clinging to conventionally established existence also disappears, and thus one realizes that karma and its results are the play of the great self-nature, and thus one knows that the five afflictions are the self-radiance of the five wisdoms, and because there is no abandonment or antidote, one is not stained, which is the tenet of the two divisions of inner tantra. In this way, from the time the poisonous tree arises, there is no acceptance or rejection of the arising, cutting, medicinal treatment, mantra transformation, peacock eating, etc. of the poison on the garden ground, and there is no distinction between liking and disliking. Even if the poison does not arise, there is no prohibition, establishment, acceptance, or rejection. Similarly, the nature of reality is naturally pure, and self-arisen wisdom naturally arises, and thus one realizes that all abandonment, cultivation, transformation, and control arise from the view of clinging to reality, and therefore one does not prevent anything or strive for anything, and thus one is liberated from all terms of abandonment and antidote, and thus one proclaims that one is not stained by karma and its results, which is the ultimate of all tenets, the heart essence of secret nature, which is precisely this definitive tantric text. Thus, the perfection of the Dharma has been taught. The fifth is the perfection of time, which is the time of setting up the lamp. The Commentary says: "Even when the nature of time is equal, it is a rare time for those who have fortune." It also says: "In an extremely rare time." Therefore, the third fundamental question is: the presentation of the debate and the refutation of the debate. The first question is: The Glorious One says: "According to your classification of the Able One, there are six Able Ones in the six realms, then where do the other five Able Ones perform the twelve deeds? Where do they turn the wheel of Dharma? Who holds the doctrine? If these are not present, then what is the basis for establishing the Able One?" The second question is: If one is not an Able One because one does not proclaim the twelve deeds, then the future Buddha Maitreya has the property that you are not an Able One, because you do not proclaim the deeds of asceticism. Like the Sutra school.

Because it is composed of emptiness. Furthermore, in pure lands, there are infinite victors who do not show renunciation and play, and in some realms, there are no demons, so there is no need to subdue them. If it is said that those are not Thubpas (Buddhas), that is unreasonable. Although the emanations for taming beings are immeasurable, they can be categorized into six types. As it says in the Mahāvaipulya Sutra: 'O son of good family, the emanations of the Tathāgata are immeasurable. Whichever beings need to be tamed, he benefits them with the form, color, and name of those beings.' Therefore, it is said. Even so, if it is said that all six Thubpas manifest as renunciate emanations, so it is not appropriate to show common activities, that is unreasonable. As it says in the Abhisamayalankara: 'For the sake of taming all the impure, before the pure ones, there are six Thubpas who manifest bodies with marks and signs.' Therefore, the other five types of beings are also tamed by the form of Shakyamuni Thubpa, just like the beings to be tamed by humans. Therefore, from the perspective of the supreme emanation's taming, it is possible to manifest as a renunciate emanation. But those six Thubpas do not show their respective common activities for the sake of the human Thubpa, so there is no contradiction. Furthermore, the twelve deeds mentioned above are only the main activities of our teacher. It is not the case that all Tathāgatas are limited to only twelve deeds, and the realms and miraculous displays of the Tathāgatas are inconceivable. Therefore, the teachings of the Thubpas of the gods, etc., and the individuals who uphold those teachings, etc., cannot be proven to be non-existent simply because ordinary beings have not seen them. This is the beginning of the discussion on emanations, or the beginning of the general discussion on the teachings. Next is the second part of the root outline, which explains the arising of the circumstances. This is explained by the second chapter of this tantra itself. This is divided into four parts: necessity, essence, meaning of the words, and categories. The necessity is: In order to be in accordance with the minds of the beings to be tamed, it is necessary for the meaning of the tantra to arise quickly. As it says in the Thuk Thik: 'The secret tantra of the nature of what is to be expressed, the inexpressible words as they are, the teacher with the meaning of the tantra, the path and the words, the connection is gradually confused, it will definitely follow after the beginning.' Secondly, the essence is: The arising of the teachings is based on the circumstances of the teacher-disciple question and answer, which arises from the disciples' questions and the teacher's permission. From that, the teacher permits.
