The empowerment that perfects the teachings of the ground and all vehicles. As the teachings of the words were requested in the immaculate Licchavi, it was prophesied. According to the prophecy, Kukkuraja, following the command of the Lord of Secrets (Vajrapani), practiced and divided it into eighteen tantra sections, intending to reveal it to King Zha. This is also stated in the Hundred and Fifty Methods and the Commentary on Union. There is no contradiction between these two systems, because even though the king himself realized it, he acted as if relying on Kukkuraja to prevent others' sophistry and misinterpretations. However, here, the aspect of the king's own realization is better. In the King's own "Arrangement of the Path," it says: "In the eastern land of Indra, in Gyalung Dorje Tsekpa, I, the noble Indrabhuti, the Lord of Secrets revealed the practice of the Net of Illusions, along with fifty thousand retinues. Vajrapani is manifestly accomplished, and the empowerment of renunciation and acceptance of ascetic practices is bestowed with auspiciousness and without sin. Then, touch the earth." And, continuing from the previous quote from the "Buddha's Secret Path Stages," it says: "By relating and manifestly examining the appearances, the practice of the mind is manifestly realized, and through that door, that is accomplished. From there, the stable siddhi is obtained. From there, it increases with the essence of reality. There, the desired intention is accomplished. There, one meets the deity of aspiration." Because it is said that one realizes it oneself, it is not said to rely on others. The eighteen tantra sections are: Most of the ancients thought that there are three tantras each for body, speech, mind, qualities, and activities, making fifteen, and three general tantras, making eighteen. This is the view. In what was composed by the glorious garlanded master Kukkuraja, it says: "Five tantra sections that are the basis of the five—body, speech, mind, qualities, and activities—and that have become their root; five tantras of play that show the practice as practical application; five tantras that go as limbs of conduct; two later tantras, such as the later tantra, that complete the incomplete rituals; and one great tantra that is like the condensed meaning of all of these, making eighteen." As it is said, the intention of our lord lama also abides in the latter, which is indeed very excellent. Fifth, if the wise ones look at the scriptures,
