String their heads together with thread, mix them into the torma, and offer them separately. Invite those who dwell on the periphery of the mandala of the Great Glorious One, those who are the wives of the Great Gods, the servants, the intimate friends, the hosts of serving maids, the twenty-eight powerful mothers, who are guests desiring the offering of remnants. Bestow them according to the ritual, and send them to the seventy places of food. Utterly proclaim the vows that each of you previously pledged before the Great Glorious One, and command them to perform whichever of the four activities of pacifying, increasing, magnetizing, and destroying is desired. The second part has three points: proclaiming the oath and urging action, the faults of not accomplishing the task, and the merits of accomplishing the task. The first point is: "In the past," etc., nine lines. In the past, when subduing Rudra, the Great Glorious Heruka, in order to be in accord with those to be subdued, manifested as extremely fierce and violent. In order to subdue all the arrogant ones in all the realms of the world, by his power and blessing, he became extraordinarily wondrous, thereby controlling all, including the Great Gods. In order to enjoy the mothers who dwell in their retinues, he granted power and the status of servants, and assigned the activities of pacifying, increasing, magnetizing, and destroying according to their respective karmic shares. Therefore, as you previously vowed and promised, without the slightest delay, swiftly manifest the fruits of your actions. The second point is: "Having vowed," etc., eleven lines. If you do not act as you have vowed, you will transgress the boundaries of the vows you previously made and the commitments you broke. If you transgress those vows, then your heads, bodies, and hearts will be chopped into seven pieces by the wrathful Yaksha. Therefore, without courting such danger, accomplish the tasks that I, the yogi mantra-holder, have entrusted to you. If that task is not manifested, you will rot, burn, and look downwards, like the curses you have each broken and vowed, and you will go to the Vajra Hell. The third point is: "Yogi," etc., five lines. Therefore, the yogi should completely accomplish whatever activities are desired by those who abide in their vows, and
