Other than that, not only in the monastery and its surroundings, but even if it is the home of a layperson, if no layperson lives there and it is a house solely owned by a monk, then it is necessary to bless the permissible room. There are four ways to bless it: The first is the blessing that arises from the edge of lifting when a monk picks up a brick by hand and places a stone next to it when laying bricks; the second is the blessing that arises from the edge of concentrating the mind when picking up a brick by hand at any time from the beginning of building the wall to the end; the third is when the house suitable as a permissible room is completed, and the monks live there without leaving, the Sangha blesses it through solicitation and two karmas; the fourth is whether it was previously blessed as a permissible room or not, when monks newly go to an empty monastery, the blessing that arises immediately upon arrival there. The latter two situations apply to both building a new permissible room or making a house into a permissible room after it has been built. Also, just as the cattle of individual owners enter the same cowshed, the affairs of the permissible rooms of many monasteries within one boundary are accomplished by one house. The scriptures say that it is a permissible room like a cowshed. Third, the basis of the dwelling is: In Varanasi, the householder Devasamvardhana requested the Buddha to build a monastery, and the Buddha granted it. There are two situations: the manner of prostration and non-prostration, and the ritual of building and enjoying the monastery. The first is: those who have taken the Pratimoksha vows, the most excellent renunciates, should prostrate. To those equal to oneself, prostrate to the elders. And, laypeople prostrate to renunciates. In short, for the sake of comfortable living, one should understand the following five situations regarding the use of clothing, medicine, and lodging. As it is said: For those who have renounced with the mind of Nirvana and are endowed with discipline, it is appropriate to wear clothes worth a million, enjoy a hundred flavors of food, and live in a five-hundred-story building. The property of the Sangha is also the same. It is also the same for those below the level of non-learners. It is also the same for ordinary people. But it is not so for those who have broken their vows. For the lazy, accepting and using will become a debt. Also, as Sakya Lama said: Non-learners can use things as their own. Learners use what is given to them. Those who have meditation and reading skills are allowed to use them without fault. The rest, whose nature is destroyed by laziness, are using debts. Those who have broken their vows are always forbidden to use the monastery and other necessities. Thus, non-learners can freely use the belongings of others, and learners can use what others have given them, because they can purify the offerings. Ordinary people who keep their vows purely and diligently engage in hearing, thinking, and meditating can also use them, because this is what the Buddha allowed. If one keeps their vows purely but is lazy and cannot engage in hearing, thinking, and meditating, then they should not use them, because what is taken will increase into debt and must be repaid in the next life. Those who have broken their vows are forbidden to use the property of faith, because after using it, they will fall into hell and experience suffering. Thus, in "The Thorn of the Heart," it says: If those who have broken their vows use the property of the Sangha, even if it is only one step of land, one mouthful of food, or one bowl of water, it is wrong livelihood and they are destined to fall into hell.
