It must be determined by one who has (certain) characteristics. What is that? A transgression, in terms of your timing, the type of motivation for it, which may be either afflictive or neutral, that is the characteristic of a purely proscribed transgression. Therefore, such as the parajika of taking what is not given, is a proscribed transgression related to nature; such as a patayantika of cutting off life, is a purely proscribed transgression. These two are not contradictory, because the parajika of taking what is not given in the continuum of one who has taken full ordination, is a natural transgression in terms of generating ripening suffering, and a proscribed transgression in terms of violating the Buddha's prohibitions. On this, the Vaibhashikas assert that the essence of a transgression is form, because if it is a fault that is the opponent of the vows of individual liberation, then it must be an action of body and speech. On this, it is divided into two by the distinction of being revealing or non-revealing. For example, the preparatory and concluding transgressions of a natural fault have both revealing and non-revealing, and the actual transgression is pervaded by non-revealing. In the case of a proscribed fault, there are times when the actual transgression is also considered to be revealing form, such as the proscribed transgression in the continuum of an arhat. Moreover, in the root of the Vinaya it says: If a bhikshu arhat commits it, then all those faults are committed with a mind that is not declared. As such, such things are undeclared, so it should not be a revealing form, because the Abhidharmakosha says: Non-revealing, non-neutral does not exist. Second, dividing from the aspect of limbs, there are two types: those that are primarily things, and those that are primarily concepts. The first is like the parajika of unchaste conduct. The second is like the transgression of lying. Third, dividing from the aspect of cause and effect, there are three: the preparation for the action, the action, and the actual transgression. The first is like generating the intention to engage in that action and rising from the seat, etc., which are only misdeeds. Moreover, merely thinking about it is something to be restrained, and what manifests in body and speech is a misdeed to be confessed. The second is the action of body and speech that actually engages in that action. In terms of distinctions, the action of a parajika or sanghavasesha is a grave offense, and the action of the others (single downfall, double downfall) is only a misdeed.
