To understand the rules of the Sangha, one must be well-versed in the Vinaya Pitaka. As stated in the Ratnavali, "A renunciate should first respectfully study the precepts, diligently study and contemplate the Pratimoksha and the Vinaya, and determine their meaning." The third part is divided into two points: prohibitive precepts and constructive precepts. The first part includes both the general meaning and the detailed meaning. The first part also includes the reasons for upholding the precepts, the benefits of establishing the precepts, and the precepts that have benefits. The first point is: to understand what the Teacher relied upon to establish the precepts, and the origin of establishing the precepts, that is, in what place, by whom, and due to what kind of afflictions, what kind of faults were committed. So, when was the time of establishing the precepts? Some say that the time of establishing the precepts is the same as the current ritual, but this is unreasonable. Because six years after Shakyamuni Buddha attained enlightenment, Acharya Kada had already completely explained the ritual, and the establishment of the precepts was twelve years later. As Sakya's Lhazun said, "Like autumn water, the Teacher's teachings remain undefiled for twelve years, dwelling in non-degradation, thereby abandoning afflictions." The second point is: there are ten benefits to establishing the precepts, the summary of which is: "The Sangha is in harmony, well-maintained, dwells in peace, does not cause harm, subdues evil, the ashamed and conscientious are at ease, the unbelieving generate faith, the believing increase, thereby preventing defilements, preventing future evil destinies, and the Dharma abides long." These meanings come from the Vinaya-vibhanga. The first sentence is the general statement. The second sentence is to avoid the extreme of greed and decline. The third sentence is to avoid the extreme of fatigue and exhaustion. The fourth sentence is to severely punish those who break the precepts. The fifth sentence is for those who uphold the precepts to have no regrets for committing crimes. The sixth sentence is to guide those who have not entered to enter the Dharma. The seventh sentence is to make those who have entered mature. The eighth sentence is to be consistent with suppressing all afflictions. The ninth sentence is to eliminate good wishes and Brahmacharya. The tenth sentence is to prevent the Dharma from being interrupted. The above is the explanation. The third part includes: the causes of downfall, the essence, the definition, and the classification. The first part has three points: the main body of the five divisions.

The causal basis person who arises as it is should be: possessing precepts that can be restored and above, being related to the Teacher's enactments, and being complete with the three, namely, wisdom abiding in its own nature. The common cause of motivation is: in order to gather the mother of the Vinaya, its causes are also four, namely: ignorance, carelessness, much affliction, and disrespect. Thus it is said. The uncommon acting cause is: the main cause of the basis on which the downfall occurs, such as for a human or a human-like being, having the perception of a human there is the acting cause of the root downfall of killing. Second is: the actions of body and speech that transgress the training enacted by the Teacher for the basis of ordination are the nature of downfall, because they are the nature of abandoning the seven aggregates, and are downfall that is contrary to morality. As it is said in the Treasury: Immoral discipline is an unwholesome form. Abandoning it is the two kinds of discipline. The Buddha has also prohibited it. Thus it is said. Third is: the transgression of body and speech by a person who claims to have the vows of individual liberation. Then, concealing the downfall of menstruation by a nun, and at the time of the Uposatha, if asked "Are you completely pure?" then concealing the downfall knowingly, then these should not be downfalls, because they are not transgressions of what is enacted by body and speech. If this is questioned, then for them, although there are no coarse expressions of body and speech, there is no fault because they have subtle expressions such as the changing of the mouth and the shaking of the hair. Therefore, "The discipline of mind is good" is also just naming the mindfulness that does not forget what to take and abandon as the discipline of mind, because there is no downfall established only in the mind itself. In the root of the Sutra it says: There is no downfall arising solely from the mind. Thus it is said. Fourth, there is a distinction from the aspects of nature, limbs, cause and effect, and categories. First, there are two kinds of faults, natural and enacted. Generally, non-virtuous deeds arising in a continuum without enactment are called natural faults, but this is not the occasion to explain here. The definition of a natural fault that becomes a downfall here is: Which downfall of transgression of enactment in the continuum of a monk with enactment? The motivation at the time of your downfall is affliction.
