Even small matters should be severely punished. If a criminal tries to evade punishment by fleeing, they should be apprehended with great effort and publicly expelled. Nowadays, some people claim to be Buddhists but kill animals without hesitation. Who will be the protector of beings then? Therefore, it is very important that no one slaughters animals. The root of all recklessness is alcohol, so whether in the monastery or at home, one should not partake even a little, not even weak beer. Monastics should not give alcohol or money for alcohol to laypeople, except during special occasions such as construction work. For those in retreat, even if a patron brings a vessel of alcohol, they should be punished by breaking the vessel, etc. Even when a seriously ill patient needs medicine, it is a special case that requires consultation between the lama and the monastery steward to decide on the appropriate amount. Even when alcohol is necessary, such as for tsok (gathering) offerings, there should be no container larger than a small pot or bottle. Even for tsok offerings, one should not offer more than what can be dipped with a lamp wick. One should not even inhale the last bit of residue. If one consumes a full cup of alcohol once, one must offer five butter lamps and perform one hundred prostrations. If one inhales smoke once, one must offer three butter lamps. As it is said that the possessions of the Sangha should not be given to laypeople, even when distributing tea, it should not be given without the permission of the monastery steward. The possessions of the Sangha should be distributed equally, and those who do not attend the assembly should not receive a share, except for special cases such as the sick, those in retreat, and those working on public affairs. There is no restriction if the patron gives individually. When the Sangha collectively receives offerings and someone asks for permission to stay for their own benefit, their share should be calculated. Images, ritual implements, musical instruments, curtains, brocades, and other valuable possessions, if they cannot be offered as a public offering, should not be distributed but kept as public property. Items suitable for distribution and small public offerings should be gradually accumulated by the monastery staff and stewards, and then distributed according to the needs and abilities of the Sangha, etc., as appropriate to the situation. If someone becomes ill, if one has the means, one should provide them with care and supplies, etc. Otherwise, one should make every effort to provide necessary items, friendly care, doctors, rituals, etc., without being bothered. Although the rules of "white stone" are not fully stipulated here, feasts and other events should mostly consist of white foods.

It is crucial not to make enjoyment the foundation. The requests of the Sangha should not be overdue. Whether in public or private kitchens, do not engage in deception such as cooking food after noon. Also, add a fixed amount of water to tea and the like. It is important for a Bhikshu to be open and honest about giving and receiving food, and discarding leftover food. Permission to use fire in the room should be within the allowed limits, with adjustments as needed. The rotation of tea guests is also a source of waste and loss, so do not do it excessively. If fire is used in the room without permission, offer one lamp in the morning and two lamps in the evening. In short, digging the ground, using fire, cutting grass and trees, etc., should be done by Shramaneras and those below, and not by Bhikshus. The material of clothing should not be leather, the color should not be changed, it should not be cut with weapons, and it should not have tubes, etc., so as not to take the marks of a householder. Hats, Kasayas, lower skirts, upper garments, lower skirt linings, monastic robes, cushions, belts, shoes, etc., should not be incomplete in size, excessive, or overly ornate, except for those that are in accordance with the rules. Also, do not carry containers for food and drink, such as leather bags, lacquer bowls, felt bags, white cloth bags, etc. Similarly, except for mouthwash, rosaries, small knives, and walking sticks of appropriate height, do not wear amulets, mouthwash bags, rosaries with many decorations, and inappropriate ornaments such as those worn around the neck. If one possesses clothing that should not be possessed, the object itself should be confiscated by the disciplinarian. The value of each Khata should be repaid with a Khata and one hundred to twenty prostrations. If the items that should be possessed are missing, repay with three to any number of lamps and one hundred prostrations. Do not keep hair longer than the prescribed length, and clothing should also be worn properly, not too long or too short, and wear round clothes, etc., to maintain the dignity of a monk as much as possible. From a Sangha of four or more monks, wear yellow hats, and do not wear other different kinds of hats other than the small hats below that. There is no occasion to wear hats inside the monastery except for ceremonial hats. Except for Dharma-compliant conversations that benefit oneself and others, do not engage in biased arguments, such as praising or criticizing Lamas and sects, and favoring patrons. Do not engage in biased arguments, noise, ridicule, fault-finding, slander, name-calling, etc. For matters that do not harm the interests of the public, if the Sangha permits, do not participate in the disputes of tribal leaders, the disputes of monastic staff, the judgments of acquaintances' lawsuits, and biased protection, guidance, and messages.
