These impostors who deceive believers by pretending to know what they don't are extremely dangerous, so it's important to punish them severely. In short, never speak lies, even in jest or jesting. Using the first residue diminishes all physical strength and memory and is a cause for improper attention, so be very careful. Do not touch or speak lewd words out of lust for women. Do not arrange marriages that unite each other as husband and wife. Do not follow baseless accusations and idle gossip against others. Do not stir up discord within the monastic community through tale-bearing, such as factionalism. Even if you see others doing it, do not follow. Do not harass laypeople by using power to demand monastic property that does not belong to them, or by urging loans, corvée labor, and taxes. If you err in these matters, impose penalties such as butter lamps and prostrations ranging from one "Kha" to three "Nyag," according to the offense. When the disciplinarian or other officers admonish those who have erred, do not use harsh behavior, but only gentle words to explain and study, to establish the truth. If they deny it, impose butter lamps and one hundred prostrations ranging from one "Kha" to five "Nyag." If they resist with their hands, expel them from the monastery or impose penalties such as one "Kha" of tea money, scarves, and butter lamps, according to the severity of the offense. Generally, assuming that the monastic robes are initially in order, those under the age of sixteen must have complete robes and alms bowls. If they are not prepared, each disciplinarian must offer a scarf worth the price of "Mentsekhang" medicine for the robes and three butter lamps for the alms bowl. Monks must each have the necessary robes, such as the patchwork robe, that are suitable, standard, complete, and blessed, and must keep the robes with them wherever they go, whether at home or abroad. For four or more ordained individuals, if three robes, an alms bowl, and cloth suitable for making a patchwork robe are offered publicly, those who lack these items should be allowed to receive them in order of seniority, after examining whether they have the ability to acquire them. Lending money by each individual is also a source of distraction and great waste, and a cause of evil thoughts lacking contentment.

No one should do it arbitrarily. If it happens, whatever is given should be returned to the community. However, for old items without added value, it seems that individuals also have needs, so there are no restrictions as long as it doesn't become large-scale and unlimited. The common property of the Sangha must be prevented from being improperly possessed and used by individuals to the point of being irreparable. If it happens, compensation must be collected without mercy to make up for the loss. There should be no unnecessary buying and selling. Whatever transaction is made, the price should be in accordance with the customs of each merchant, without increasing or decreasing it. Before the previous transaction is completed, there should be no rushing to buy. The transaction location should also only be outside the monastery gate. In summer, for the fruits of edible trees, whether they are fruits in crevices or small roots, they can only be given or requested, not picked or cut down. Fields and orchards with crops should not be damaged, such as by opening roads. If violated, penalties such as lamps and brooms will be imposed according to the circumstances. Within the monastery, in general, sowing discord is prohibited; in particular, secret conversations, ridicule, etc. among relatives and friends are prohibited, as these actions disrupt others and make people feel uncomfortable like thorns. One should not entice students of other teachers with food, etc., and take them as one's own, etc., and should not engage in such deceptive behavior. Just as the so-called "gossiping," one should not speak words that lead to greed and hatred, should not lie, and should not speak false words, which will make oneself and others foolish. If these regulations are violated, a penalty of five to three lamps and brooms, etc., will be imposed. Unless appointed by the public and supported by law, one should not engage in aimless wandering based on acquaintances, etc. Because the manifestation of the Buddha's activities in one's own mind depends on a virtuous friend, one should not ridicule or slander the teachings of the Khenpo, teachers, and lamas, and should purify one's pure perception. Those in charge of public affairs should also not regard all the lies and slanders they hear as true, but should conduct thorough investigations and analyses as much as possible, focusing their attention on the most skillful methods to achieve superficial harmony and fundamental stability. Everyone should also check the water filtered using a water filter as much as possible. In particular, those who take public water must use a water filter. For acts of violating the Sangha's public discipline and discriminating against staff, failing to carry out punishments, etc., and harboring evil deeds, penalties will be imposed.
