E! Dpung-bzang asked: Just as all crops depend on the earth and grow without harm, similarly, relying on morality, the supreme white Dharma is born through being moistened by the water of compassion. Thus it is said. In the Suhrllekha (Letter to a Friend): Morality is like the ground for what can and cannot grow; it is said to be the foundation for all qualities. As it is said, it is extremely important to diligently engage in the training of morality. From where is the path that shows this well explained? It is the Vinaya, which is the basis. As it is said: The Buddha's Vinaya is the snowy mountain lake; it is the heart and essence of all that is bottomless and boundless. This is the Pratimoksha. This is the king of the sacred Dharma; it is the supreme guide of all Dharmas. As it is said. Therefore, first, in order to obtain vows for those who have not yet obtained them, it is necessary to examine the obstacles mentioned in the context of the basis of ordination. That is, those who have been expelled from other communities for violating the rules, those who have outstanding debts, those with defective faculties, lepers, those who have killed, those who steal, lie, are dissolute, or imitate, those who are the subject of others' disputes, servants, household members, etc., those who do not have long-term plans for the Dharma due to temporary trivial matters, etc., those who are not of the above types, those of pure lineage, clear intellect, and whose minds are inclined towards the Dharma, and those who come to study from other communities of the same lineage, it is necessary to ensure that they are free from the above faults before admitting them. For those who need to be quarantined, observation and contact are made through quarantine for seven days, etc. For those whose minds are definitely inclined towards the Dharma but are controlled by kings, parents, etc., they should be gently persuaded to enter the door of the Dharma. After entering, they should be ordained as novices, and relying on a qualified Acharya, they should listen well to the precepts, including what should be adopted and abandoned, at least relying on the words of the precepts, until the boundary of protection is not determined. Then, gradually, when the time is right, for those who are suitable to be ordained as monks, if they do not have obstacles to birth and have complete signs, then the precepts of discipline included in the Pratimoksha, and a rough understanding of the meaning of the basis, and until the boundary of protection is not determined, they should study well.

Having taken the Bhikshu vows, similarly, generating the supreme Bodhicitta, the root of the Mahayana path, and especially receiving the empowerment of the great Vajrayana mandala with its characteristics, thus accomplishing the union of the three vows. It is very important to clearly understand the boundaries of acceptance and rejection for all the coarse and subtle aspects of these respective precepts, and to put them into practice. If one is not certain, it is like a blind person dancing on a cliff, which will generate great fear, so one must distinguish between the object and the form. Next, regarding how to protect without degenerating, just as the precepts promised at the time of taking vows, if one protects them, one will obtain great benefits, and if one does not protect them, one will also generate great faults. The Sutra of Great Affection for Bhikshus says: "Some people's discipline brings happiness, some people's discipline brings suffering. Those who have discipline bring happiness, those who break discipline bring suffering." The Manjushri Root Tantra says: "For those who break discipline, the Thubwang (Buddha) has not said that mantras can be accomplished. The direction and place that the wanderer goes to the city of Nirvana are not." As it is said, therefore, it is very important to purify the heap of discipline. First, for the precepts that one has taken, in any case, do not violate the precepts, and it is very important to make a firm vow with the Buddhas and Bodhisattvas and one's own mind as witnesses. Even if one does not have remorse, if it does not conform to the minds of others, or if it causes others to distrust because of being unadorned, these situations must be especially avoided. In addition, the four Parajikas are offenses that cannot be restored, and are easy to understand and well-known, so I will not explain them in detail. However, if someone is found to have committed any of these offenses, especially the offense of sexual misconduct, and has the three conditions of seeing, hearing, and suspecting, if one sees definite and undoubted evidence, one must expel him from the Sangha with the loud sound of the Ghandi (bell) that strikes the head of the immoral person. If anyone protects him, he will also be punished. In order to prevent the occurrence of the first Parajika, except for things that seem reasonable, such as worshiping in the monastery, measuring the temple, and labor, no women are allowed to enter or leave, and no one, high or low, is allowed to stay overnight.

The residences of each chamber are like building a castle, and except for necessary times, even female relatives like sisters are absolutely not allowed to go. Without a legal companion, one does not visit the homes of women who are not relatives. In short, frivolous play should not be mixed in. Monks, without permission, do not go even for the sake of visiting, no matter how important the matter. In short, even for special needs such as grinding tsampa, one cannot go without a legal companion. If one wanders around the village without a legal companion, seven butter lamps must be offered. If the visiting time is exceeded, three butter lamps must be offered, and the offense must be announced in the Sangha, with a fine of one hundred to twenty lashes, depending on the circumstances. Regarding what is not given, stealing any item, large or small, worth up to half a gold zho, one half of the increased value of the item must be returned to the owner along with the item itself. One half is used to offer butter lamps, and the offense is announced, with penalties such as one hundred lashes. If the lamas and monks of the monastery seize the property, land, etc. of others, dispute the share of monks that does not match their status, cleverly favor one side, cheat on measuring tools, etc., it is included in the category of what is not given, and the crime is the same as before. Regarding killing, in general, planning methods of death, praise, war, etc. are said to be the same, so tribal leaders, etc. should not participate in biased and hateful words in the disputes of others, and should not be a medium for transmitting information of benefit and harm, and must remain impartial. If a physical fight occurs within the tribe, causing bloodshed, the first to act must offer tea, khatas, conch shell khatas, and butter lamps from one to half a load, and be punished with one hundred lashes, etc., depending on the circumstances. The retaliator must bear half the responsibility. For minor physical fights that do not cause injury, the first to act must offer half a load of butter lamps and one hundred lashes, and the retaliator bears half the responsibility. For verbal quarrels, the first to act is punished with one hundred lashes, and the latter bears half the responsibility. In short, one must remember to not harm even the smallest of creatures. Regarding lying, if untrue lies are fabricated within the tribe, rumors are spread, causing disputes, the source of the information must first be traced, and a fine of one load is imposed based on the severity of the crime.
