There are five points: Who is the teacher who turns the wheel of Dharma? What is the Dharma being turned? Where, for whom, and how is the wheel of Dharma turned? What is the necessity for turning the wheel of Dharma? And how long does the turning of the wheel of Dharma last? The first point is: Generally, the individuals who turn the wheel of Dharma are the Sambhogakaya (enjoyment body) who exclusively teaches the uncommon Mahayana Dharma, and the Nirmanakaya (emanation body) who teaches the Dharma of both the Hinayana and Mahayana. Here, it refers to the latter. The second point is: The definition of the first wheel of Dharma: Any one of the three wheels of Dharma in the Vinaya Pitaka that does not have either of the latter two wheels of Dharma in its own lineage. It is a type of teaching primarily spoken to generate wisdom that realizes the Four Noble Truths for those who are to be tamed and are of the Hinayana lineage. An example is the Vinaya Pitaka. The divisions are: the first of the first wheel of Dharma, the middle of the first, and the last of the first, these three. Examples respectively are: that which shows the Four Noble Truths in words; that which shows emptiness in words; and the Sutra of the Vinaya Pitaka, which shows the three characteristics in words. From then on, seven weeks passed. On the fourth day of the waxing water-star month (Tibetan calendar), in Varanasi, it was spoken to those of the Lesser Vehicle lineage, mainly the five excellent groups, namely, the venerable Kaundinya, Asvajit, Vashpa, Mahanama, and Bhadrika. Secondly, in places such as Vulture Peak Mountain and Other-Emitted Power, as stated in the Mother Sutra, it was spoken to about five thousand Shravakas and many billions of Bodhisattvas. Thirdly, in places such as Mount Malaya and the city of Vaishali, it was spoken to those of uncertain lineage and various disciples of the uncommon Great Vehicle. Fourthly, in order to turn disciples away from samsara and lead them to enter nirvana, firstly; in order to reverse the attachment of holding onto the acceptance and rejection of samsara and nirvana as distinct, and to realize freedom from extremes, secondly; in order to guide those of uncertain lineage into the Great Vehicle, and to establish those already determined in the Great Vehicle in the ultimate realization, therefore, the third was spoken. As stated in the Sutra Requested by the King of Dharani Empowerment: "Son of lineage, for example, a skilled gem craftsman who knows well how to purify gems takes a precious gem from the category of precious gems that is not yet completely pure.
