Two thousand five hundred yojanas in extent. It is two and a half yojanas high, with a foundation made of gold. The ground is as radiant as a rainbow. It is soft, so that when you put your foot down, it sinks, and when you lift it, it rises again. In the center of that city is the Victorious Mansion, each side of which is two hundred and fifty yojanas long, and the circumference of which is a thousand yojanas. Outside of that, on the four sides, are four gardens of the gods: the Garden of Various Trees, the garden where one's wisdom becomes dull as soon as one arrives, the garden where the sons and daughters of the gods mingle and enjoy sensual pleasures, and the garden that generates joy. In the Garden of Various Trees, there is a particularly excellent elephant, the son of the earth-protecting god, with a good and beautiful form, white in color, with seven limbs in perfect condition, a red head, and six tusks. It is one yojana in length and seven in circumference, and it has a retinue of a hundred thousand elephants. It can manifest into thirty-three heads, each head with six tusks, each tusk with seven ponds, each pond with seven lotus trees, each lotus with seven goddesses, each of those with seven maids, and each of those with seven instruments playing sweet music. The central head is Indra, and the others are the thirty-two close attendants. The other elephants are ridden by their retinues to wage war. In the garden that makes wisdom dull, trees produce extremely hard jewel armor, as well as wheel-jewels, great arrows, and other weapons. In the mingling garden, all kinds of desirable things appear mixed together, as well as jewel trees, flowers, and the sons and daughters of the gods, and so on, mixed together. In the joyful garden, the daughters of the gods are adorned with joy, and enjoying themselves there increases their joy even more. In that garden, there are the beds of the thousand Buddhas of the Fortunate Aeon, and in the jewel tree forest, there is a light that can be endured and seen by Indra. On the walls, the past lives, good and bad deeds of the gods, and the signs of whether they can be harmed in battle, appear as clearly as reflections in a mirror.

There are four good foundations that correspond to the names and arrangements: the foundation called "Foundation Variety," the foundation called "Mixture," the foundation called "Rough Change," and the foundation called "Joy." In the northeast direction of Sudarshana, there is a tree base where the gods gather, called "All-Gathering Earth-Piercing," which originated from piercing the ground of Mount Meru. It sinks five yojanas downwards and rises broadly upwards. The branches spread in four directions, fifty yojanas in each direction, covering the area, and the good fragrance of blooming flowers rises five hundred yojanas, possessing various qualities. Under that tree, there is a stone slab as white as a precious armo-nig. Even if a few gods gather there, the slab does not appear spacious; even if many gather there, it does not appear narrow. Beside it, there are countless sons and daughters of the gods, as well as pavilions, multi-storied buildings, viewing platforms, cool rooms, playgrounds, countless goddesses who sing and dance, and many gods who play music and make pleasant sounds, filling the place. From the southwest of that city, measuring four and a half yojanas, is the Good Dharma Hall, the assembly place of the gods. Why is it called an assembly place? Because the gods gather together, desiring and praising it for accomplishing the purposes of correct actions; and in order to protect themselves from losing their glory, it is a place where they discuss what should and should not be done. The second is the place not connected to the ground: 'Above it, the gods have palaces.' That is to say, above the Thirty-Three Heavens, there are the Heaven of No Strife, the Joyful Heaven, the Heaven of Enjoying Emanations, and the Heaven of Controlling Others' Emanations. These palaces are situated like stars scattered in the sky. The extent of these palaces is also like the Heaven of No Strife being twice as large as the Thirty-Three Heavens. The same can be said for the three heavens above. Incidentally, explaining the types of abodes of the Asuras (non-gods): Like this, their bodies, magical powers, and the nature of enjoying desires are similar to the gods, but their lineage and fortune are different from the gods, so they are called Asuras. The fundamental abodes of those Asuras are located below the waterline of Mount Meru, in the hollow space that reaches the golden ground. Moreover, the lower abodes seem to be better than the upper ones. In the hollow space of the waterline, there is Rahu, and then below it, above the White Garland is the Neck Garland.
