Furthermore, just as those noble Arhats, until the end of their lives, refrain from taking what is not given, engaging in unchaste conduct, speaking falsely, grain liquor and concocted liquor, places of intoxication and heedlessness, the sound of singing, dancing, and music, garlands and scented ointments, ornaments and the holding of colors, high seats and large seats, untimely food, and taking gold and silver; having abandoned taking gold and silver, just as they turn away from taking gold and silver, so too, I, named so-and-so, from this time forth until the end of my life, will refrain from taking what is not given, engaging in unchaste conduct, speaking falsely, grain liquor and concocted liquor, places of intoxication and heedlessness, the sound of singing, dancing, and music, garlands and scented ointments, ornaments and the holding of colors, high seats and large seats, untimely food, and taking gold and silver; having abandoned taking gold and silver, I will turn away from taking gold and silver. As Lord Atisha said: The Pratimoksha has seven divisions, as taught by the Tathagata, the glory of celibacy is the most excellent, which is considered to be the ordination of a monk. Also, as stated in the Ornament of the Sutras: Thus, a householder who diligently observes the precepts is superior to the mind of enlightenment. This is what the sutras say. In the Mantrayana, it is also said: Among the three, a monk is the most excellent, the intermediate is a novice, and the householder is said to be the last. This arises from knowledge. Full ordination as a monk is the most excellent, and to obtain it, a qualified Khenpo is needed. The reason for this is that in the past, when maturity was high and obscurations were small, full ordination could be received through "Come here," "Messenger," and past rituals. But later, because obscurations became heavier, a Khenpo is needed as a condition for receiving full ordination through petition and four karmas. And the Khenpo must also possess three qualities: virtuous qualities, understanding of the meaning of words, and the ability to make petitions. Among them, possessing virtuous qualities means being a monk who has continuously possessed the stable qualities for at least ten years, and possessing any one of the twenty-one qualities of a wise person combined in five groups.
