That was done by the lord of the three times arising from time. If it is done by the four elements of cause, then those four elements themselves harm each other, so they are impermanent and empty. Because it is generated by it, the city of the three realms is also impermanent, so it is said to be empty. If it is done by the lord of the three times arising from mind, then, is the maker of the three times made by one that exists as a thing, or is it made by something that does not exist? If it is made by one that exists as a thing, then the thing is substance. All substances are conditioned. All conditioned things are impermanent. Therefore, the city generated by it is said to be empty. If it is made by something that does not exist, then something that does not exist makes a thing, just as the sky also makes flowers, so the path of wisdom should also be like that. Therefore, the cities of all of them are said to be empty. That is, ask who the makers are, ask the lord of those makers by whom they were made, because no lord is emptiness of self-nature. It means that not finding the self-nature of the maker is emptiness. Emptiness itself is not the only maker, because it does not abide at any extreme. It does not abide in emptiness or non-emptiness, or both, or neither. It does not abide at any extreme. The same meaning, Dombi Heruka said: In all empty cities, where is the initial establishment? He said that. Its meaning is: Because it is easy to understand, it is not written here. Goraksha said: In the city of appearance, sound, and awareness, by grasping or the grasper, the worm unhappily binds itself with saliva. If you don't grasp and let go, you will become happy. He said that. Appearance, sound, so-called appearance, refers to the outer and inner environment and beings, etc., which are the nature of things. Sound refers to what is established by the conceptualizer. Therefore, all of these do not go beyond conceptualization. Therefore, it is said to be the city of conceptualization. Regarding this, the analogy of binding oneself by the power of truly grasping or being able to grasp is that the worm binds itself with saliva. If you don't grasp and let go, you will become happy. So-called not grasping means not grasping external objects as true. Letting go means letting go of grasping things and abiding in the natural state of Dharma, and you will become happy. Tantapa said: Without abandoning and without possessing, if you can know, you will not enter the city. Happy!

Like the light of earth's jewels, the city transforms into great bliss. (Thus it is said.) Not abandoning means not abandoning everything, including the outer and inner containers and contents. Why not abandon? Because the maker or essence of the containers and contents, or the object to be abandoned, is not established, hence it is said not to abandon. If so, having said earlier that not abandoning delusion, if one knows, then not entering the city of delusion is unreasonable. However, it is also true that delusion does not enter the friend of its own mouth, that delusion itself, the nature of its own nature, becomes the city of great bliss. Like the light of a jewel of Gābo (Sanskrit: Gābo, meaning joy), the city transforms into great bliss. (Thus it is said.) Saying "like the light of a jewel of Gābo" is a metaphor. Gābo is the king of nāgas. A jewel is a precious jewel. Its light is seen by that king of nāgas, but not seen by others. Like that metaphor, if one knows the meaning of not abandoning and not possessing one, then the city of conceptualization itself transforms into great bliss. Thus, after the teacher Virupa explained the oral instruction of the city of bliss, then the teacher Sarahā instructed the yaksha woman: "Whatever is said about dharmas, those sayings are memory. How is it said to be nirvana, is it not the power of memory?" Thus it is said. Here, the great Brahmin Sarahā himself showed the single oral instruction of memory alone. Among them, "Whatever is said about dharmas," means whatever is the individual who relies on it. Dharmas are all the dharmas of the Tripitaka. "What is said" is said to be single memory. Why is it said? Samsara and nirvana, shamatha and vipassanā, or samatha-vipassanā and post-meditation, or appearance and emptiness, and so on, whatever is said, all of those are memory. How is nirvana said, but that is a word, and all those words are nothing but memory, so it is said that those are memory. "How is it said to be nirvana, is it not the power of memory?" Thus it is said. If so, how is it? Whatever appears as earth, water, fire, and wind, simultaneously transforms into emptiness. The appearance of wisdom is clear, and transforms into single memory. Thus it is said. How is that, earth, water, fire, and wind
