Thus, the division into twelve bhūmis is established because the twelve time junctures cease. The division into sixteen is established because the sixteen joys are perfected. Therefore, one must realize that these two divisions are not contradictory, since the cessation of the twelve time junctures and the perfection of the sixteen joys occur simultaneously. Therefore, one should know that these sixteen are also included in the former. The third is: The way to arrange the stages and paths in conjunction with the instructions. Understand from the texts of different kinds. Although the ultimate meaning is the same, due to the difference in expression, there are many differences in the arrangement of stages and paths and the details of how to proceed in the tantras. In particular, there are many different ways of explaining the arrangement of stages and paths in conjunction with the key points of the instructions explained by each great siddha, which should be understood from their respective texts. Although it is not possible to state everything here, if one understands the general arrangement mentioned above well, then the other differences are due to subtle characteristics of skillful means, and one will understand them incidentally. This is the commentary on the second chapter of "The Arrangement of Stages and Paths of the Resultant Vajrayāna." 3. The Section on the Arrangement of the Practice of Increasing the Limbs of the Path The third section explains the arrangement of the practice of increasing the limbs of the path. It is divided into: a brief explanation of the practice of the three vehicles, and a detailed explanation of the practice of the unsurpassable tantras. The first is: In general, the practice of the limbs of the path is, for the inferior, renunciation; for the vast, the pāramitās; for the profound, the practice of desire is taught. The discipline or practice of quickly traversing the path is, in general, our teacher taught three practices: renunciation for those who are inclined to the inferior, the practice of the bhūmis and pāramitās for those who are inclined to the vast, and the practice of desire for those who are inclined to the profound, as stated in the Compendium of Practices Lamp. What is to be explained here is the latter. Moreover, in order to make the path a suitable vessel for meditation, the practice is the practice during the ripening empowerment; in order to generate the path that has not yet arisen, the practice is the practice from the first meditation on the path until the supreme is attained; in order to increase what has arisen, the practice is for the sake of increasing all the realizations of the two stages.
