CH3: Presenting the benefits of observing (vows) to attract (guide) beings. \t\t\tCH1: First, regarding: \t\t\tThe three sets of vows, having one, two, or three, etc., \t\t\tThere are distinctions. \t\t\tThis means: As for possessing one, it refers to a person (補特伽羅, *Pudgala*) endowed with the continuum of Hinayana Pratimoksha vows, because this person only possesses the Pratimoksha vows and not the two higher vows. \t\t\tAs for possessing two, it refers to possessing the Bodhisattva vows, meaning that the Mahayana Pratimoksha and Bodhisattva vows are possessed as a single entity (in essence). \t\t\tAs for possessing three, it refers to possessing the Tantric vows, because one who possesses Tantric vows must also possess the Pratimoksha and Bodhisattva vows. Moreover, the three sets of vows in the continuum of a Vajradhara Bhikshu, though one in essence (*svabhāva*), are differentiated by their aspects (*ldog pa*). The ethical discipline of definite emergence (renunciation) in their continuum, in terms of abandoning the basis of harming others (folio 100b), is established as the liberation vow (Pratimoksha); in terms of being endowed with the thought of benefiting others, it is established as the Bodhisattva vow; in terms of being endowed with the method of making the result the path, it is established as the Tantric vow. From “etc.,” there arise many ways of possessing them, such as gradually entering the three vows, or first requesting any of the two higher vows and then later requesting the Pratimoksha vows. \t\t\tCH2: Second, concerning [how a single person possesses them], there are two parts: J1. Brief presentation, J2. Extensive explanation. \t\t\tJ1: First, regarding: \t\t\tWhen a single person (補特伽羅, *Pudgala*) possesses all three (vows), \t\t\tThere are many different traditions/doctrines in India and Tibet regarding this situation. \t\t\tWhen a single person (補特伽羅, *Pudgala*) has gradually requested the Pratimoksha, Bodhisattva, and Tantric vows, and all three are present in their continuum, how are these vows possessed? It is said that there arose many differing traditions/doctrines in India and Tibet regarding this. \t\t\tJ2: Second, concerning [the extensive explanation], there are two parts: N1. The traditions of India, N2. The traditions of the Tibetan masters. \t\t\tN1: First, regarding: \t\t\tAlthough Jigmey Zhab states that the mind of abandoning (renunciation) is of the same type, \t\t\tYet, their forms are different. Panchen Vibhūti, on the other hand, maintains that, \t\t\tThe higher [vows] suppress the lower ones, and thus they are distinct. \t\t\tGenerally, in India as well, as stated in the *Wang gi Lde'u mig* (Key to Empowerment), it is explained that the Bodhisattva vow is the basis for the Tantric vow, and the Pratimoksha vow is the basis for that (Bodhisattva vow), thus being dependent (having a basis); and it is believed that when a higher vow is attained, the lower vows increase and become purified; and it is believed that the one vow itself is externally the Pratimoksha, internally the Bodhisattva vow, and secretly the Tantric vow; and it is believed that the lower vows are contained within the higher and higher vows, meaning they are upwardly inclusive (or hierarchical inclusion); by attaining the higher [vows], the lower...

Furthermore, there are six explanations: (1) that it is a gradual transformation, and (2) that one is not mixed with another, meaning it is desired to be completely unmixed. Among these, what is widely known in Tibet nowadays is the view of the great master Jigmey Zhab, who holds that just as gold ornaments are all gold by nature but differ as head ornaments, foot ornaments, and bracelets, the three vows (101 verso) are similar in the mind that abandons, yet the three are considered to be different in aspect. And Paṇchen Vibhūticandra, in his 'Three Vows, Garland of Light', exemplifies the three vows with stars, moon, and sun, stating that the higher (later) one overshadows the lower (earlier) one, causing it to become subdued, yet their essences are considered distinct. These two views are apparent. ny2. Second: [The Tradition of Tibetan Masters] is: Essence distinct, if kept, it's kept confused; When intertwined, the higher is principal, and the lower's all faults are overcome, qualities increasingly endowed; The boundaries of renouncing and attaining are distinct, it is said; The peerless Dakpo (Gampopa) and his followers all hold this view. From the sayings of Je Gampopa: 'The essence is distinct; if kept, it's kept confused; when intertwined, the higher is principal; the faults of the lower are overcome; qualities are increasingly endowed.' Firstly, the Tripitaka from which the three vows originate, the object and time of acceptance, the intention, the ritual, the object of observance, the act of abandoning, the benefits, whether impairment can be restored, etc., are all distinct, thus their essences are distinct. However, in terms of restraining non-virtuous aspects and generating the antidote of correct view, the three vows are unified in the key point of the antidote, being solely the mind that abandons. When encountering any object of abandoning or antidote, it must be observed according to its own tradition, thus if observed, it is observed confusedly. For example, if one does not rely on the Samaya substances of the assembly, it conflicts with Tantra, and if one relies on them, it conflicts with Pratimoksha; in such intertwined situations, the higher (later) one is primarily practiced. Even so, being sustained by special intention and method, the faults of transgression and breakage of Pratimoksha do not arise, thus the faults of the lower are overcome. It is not merely that there are no faults and downfalls, but also that great benefits of the higher [vow] arise, thus qualities are increasingly endowed – this was stated by the peerless Dakpo (Gampopa) himself, his four pairs of eight learned and accomplished followers, and especially by the omniscient Seventh Gyalwang [Karma pa Chödrak Gyatso] (101 verso) himself.
