In the unsurpassed (ultimate truth), mandalas were established, and teachings were primarily given to the immeasurable retinues of Buddhas and Bodhisattvas. On the summit of Mount Meru, in the Thirty-Three Heavens, and in human realms and so forth, various teachings were given to retinues, primarily led by Manjushri and others. Furthermore, it is also said that the 'Good Arm Tantra' was taught in Lachang Lochen (Willow Leaf Place). Moreover, among these teachings, there are those spoken directly by the Teacher (Buddha); those explained by Manjushri, Avalokiteshvara, Vajrapani, and others through the power of the Teacher's blessings; and various teachings spoken by worldly deities and so forth, blessed by the Teacher. --- **T2 Second is [Conduct Tantra]:** Conduct Tantra (104b) in Vairochana's realm and intermediate realms, And in the Three Roots and so forth, to the Buddhas with their spiritual sons. The speaker is the supreme Nirmanakaya. Regarding Conduct Tantra: The locations are Vairochana Buddha's pure land, the realm adorned with flower hearts, and its intermediate pure lands, and places such as Lachang Lochen. Teachings were revealed to the retinue within the mandalas and to the ocean of Buddhas together with their spiritual sons. And in the *Pradipoddyotana* (Bright Lamp commentary), it is said that it was taught in Tushita. Alternatively, For the sake of passionate beings (those with desire) (p. 105 verso) who delight in the tantras of Vishnu (Khyab 'jug) and so forth, (The Buddha) went to the abode of Paranimmitavasavarti (masters of others' emanations), emanated a maṇḍala, And taught it to the retinue pervading space, this is also stated. The former (view) is held by Pandita Alaṅkārakalāśa. And the latter (view) is held by the great Yoga master Ācārya Kunga Nyingpo (Anandagarbha). When the Teacher resided in Śrāvastī and so forth, in Tibet, Indrabhuti prayed, (and the Teacher) went to Uddiyana (modern location: Swat Valley). It is said that in an emanated maṇḍala, the empowerment and tantra were bestowed. Both Tibetan scholars and some Indian texts also mention that: When the Teacher resided in Śrāvastī, King Indrabhuti of Uddiyana, having heard of the glorious qualities of the Bhagavan, Offered an invitation prayer. When the Teacher arrived with his retinue, after offering to him, (Indrabhuti) prayed for liberation from existence (samsara). When (the Buddha) said, “Go forth (become a renunciate),” (Indrabhuti) requested to achieve Buddhahood while enjoying sensory pleasures. Then the Teacher withdrew his emanation body (nirmanakaya) appearance, And emanated the maṇḍala of the glorious Guhyasamaja (Secret Assembly). It is said that he bestowed empowerment upon Indrabhuti and others who were fortunate enough to listen, taught the tantra, and entrusted the tantra to Vajradharma. When the cycle of Yamantaka (Vajrabhairava) subdued the demonic hordes, from the Vajra of the three secrets (body, speech, mind), Many mandalas, emanated, appeared. Regarding the cycle of Yamantaka (Vajrabhairava): At the time when the Teacher attained manifest enlightenment, and the demonic hordes were obstructing him, The Teacher entered the samadhi called “Supreme Victory over the Great Demon.” From his Vajra Body, Speech, and Mind, he emanated the wrathful Yamantaka, Emanated a maṇḍala, subdued all demons, and extensively taught the tantra. And from among “etc.” (this category), there are many (accounts) of the four introductory discourses for each Yamantaka cycle. The Teacher, along with the numerous retinues of the thirteen deities of Yamantaka, resided and taught the condensed tantra (Samputa Tantra). The Teacher resided in the immeasurable mansion (mandala palace) within the Dharmadhatu (chos 'byung) called Vajravarahi's bhaga (p. 105 verso).
