Oh, following this, through the discourse on the wheel of non-retrogression and the discourse on the complete purity of the three spheres, those sentient beings are introduced to the realm of the Tathagata. Thus, the three turnings of the Dharma wheel were taught with three discourses: first, the discourse on definitely renouncing samsara; second, the discourse on the three gates of liberation; and third, the discourse on the wheel of non-retrogression. The reason for establishing them in this way is that they are set forth in the order of guiding trainees towards supreme enlightenment. As stated in the *Uttaratantra Shastra*: Entering the path of worldly peace, Fully ripening and the form of the cause for prophecy. As stated (101b), first, trainees who are attached to cyclic existence are inspired by the discourse on renunciation to enter the path of peace; then, through the discourse on emptiness, they are fully ripened in the Mahayana; and subsequently, through the discourse on the wheel of non-retrogression, they enter the realm of the Tathagata and attain the great prophecy. Therefore, it was taught in this way. Furthermore, Aryadeva said: First, turn back non-virtue, Then, turn back the self, Finally, turn back all bases of views; Whoever knows this is a wise one. This statement is also intended to be applied to the three turnings of the Dharma wheel, and the extensive explanation will appear later. Second, the individual explanations are threefold: 1) the First Turning of the Wheel; 2) the Middle Turning; and 3) the Final Turning. 1) The First (Turning) is: The Twelve Aspects of the Four Noble Truths repeated thrice. Among these, the definition of the First Turning of the Dharma Wheel of the Four Noble Truths is: any sacred Dharma taught by the Teacher, intended as a stepping stone to the Mahayana path, and mainly taught to those of the Shravaka lineage. Its examples are: the famous collections of Vinaya, Abhidharma, and Sutra Pitakas among the Shravakas, such as the Four Agamas and so forth. Why is it called the Dharma Wheel of the Four Noble Truths? Because it mainly revolves around the Four Noble Truths, and in order to guide those who are inclined towards the lesser vehicle, it correctly teaches the view and conduct, therefore it is called by that name. Furthermore, the actual substance of the First Turning of the Wheel is: the manner in which the Lord taught the twelve aspects of the Four Noble Truths, repeated three times, to the five excellent disciples (the Group of Five) in the Deer Park (Sarnath) at Rishipatana in Varanasi. Moreover, the Vaibhashika (Abhidharma School) holds that through teaching the nature, function, and result of the Four Noble Truths, there are three repetitions (or reviews). Each repetition, in turn, includes: mind, consciousness, perception, and wisdom arises, totaling four for each, thus manifesting in twelve aspects. The Sautrantika (Sutra School) maintains that the first repetition (review) focuses on the inherent nature of the Four Noble Truths, the second repetition focuses on their function, and the third repetition focuses on their ultimate outcome. The object of review is precisely the dharma aspects of the Four Noble Truths. Since in the three repetitions, each of the Four Noble Truths is contemplated based on its nature, function, and result, forming four aspects for each, there are thus twelve aspects in total; this view is considered reasonable. The direct purpose of that (first) Dharma Wheel (First Turning of the Wheel of Dharma) was for the five excellent ones (the group of five bhikshus) to attain Arhatship, and so forth. Its special purpose, starting from that point until the complete establishment of the doctrine of results (enlightenment), was for countless beings, like particles of the great earth, to attain the four fruits (of stream-enterer, once-returner, non-returner, and arhat). Apart from this, other teachings belonging to the Dharma Wheel of the Four Noble Truths were scattered and expounded in various places and times, such as in the vinaya texts of the six cities, indicating diverse and uncertain locations and periods. 2. The second (Middle Turning of the Wheel) is: The reality of non-characteristics directly teaches the three emancipations, The implicit meaning of the eight abhiṣamayas (realizations) with their branches is also complete. The definition of the Middle Turning of the Wheel is: the sacred Dharma proclaimed by the Buddha, primarily taught to those of Mahayana lineage, with the actual path of Mahayana as its principal intent. Its examples are primarily the Prajnaparamita Sutras (Mother of Wisdom) in their extensive, medium, and condensed versions, and so forth. Why are these called the “Dharma Wheel of Non-Characteristics”? Because they reveal that all phenomena, from form (rupa) to omniscience (sarvajnajnana), are profoundly devoid of their own inherent characteristics, manifesting a reality that is beyond speech, thought, and expression. Therefore, they are so called. Likewise, in Rajagriha (王舍城), on Vulture Peak Mountain (灵鹫山), to the four assemblies and countless Bodhisattva multitudes, the profound doctrine of emptiness was taught, commencing with the three gates to liberation, thereby enabling the eight abhiṣamayas (realizations) as hidden meanings, along with the seventy branches of meaning, to skillfully arise in the minds of the disciples.
