Because it possesses the characteristic of being pervasive and extensive throughout the earth. Therefore, the single definitive section should be known as the Abhidharma Pitaka common to both. D4. Fourth [Division by faculties/capacities]: According to the order of faculties, the Dharma-wheel is of three kinds. Alternatively, when all teachings are aligned with the capacities of sentient beings to be tamed, it is reasonable to divide them into three Dharma-wheels. As stated in the *Saṃdhinirmocana Sūtra*, the omniscient Drimed Özer (Immaculate Radiance) personally stated: Among these, for beginners, to protect the mind from defilements bound by the self-existent apprehension of apprehended and apprehender, the Dharma-teachings primarily expound the stages of abandoning and adopting antidotes, which are the Four Noble Truths; in the intermediate stage, to counteract attachment to antidotes, the Dharma-teachings of signlessness are expounded; and finally, the Dharma-teachings explaining the ultimate reality as it is, which is the definitive ultimate reality, thus there are these three types. If divided in terms of faculties, there are three: Śrāvakas (hearers), Pratyekabuddhas (solitary Buddhas), and the Anuttarayāna (unsurpassable vehicle). In the *Mañjuśrīnāmasaṃgīti* (Chanting the Names of Mañjuśrī) it says: Through the three vehicles, one definitely emerges, And abides in the fruit of the one vehicle. And so on, because it is thus taught. B2. Second, the explanation of the *Shastra* that clarifies the intention (Gong-grel bstan-bcos bshad-pa) has five parts: P1. Author; P2. Definition of the Shastra; P3. Etymology; P4. Classification; P5. Incidental explanation of what to adopt and what to reject. P1. First: Authors possessing excellent, mediocre, and inferior standards. Moreover, the author of a shastra must possess the standards of any one of the three definitions: excellent, mediocre, or inferior. The omniscient Dharma King (Künkhyen Chöje) said: The excellent ones are those who have seen the truth of Dharmatā (reality itself), such as Nāgārjuna, Āryadeva, Asaṅga (97n), and so forth. The mediocre ones are those who have seen the face of the Yidam deity and received empowerment, and those who are blessed by great compassion, such as Candrapa and Śāntideva, and so forth. The inferior ones are those who are skilled in the five sciences and possess the oral instructions transmitted by their lineage gurus, such as Acarya Śrīgupta, Jñānagarbha, Śākyabuddhi, and so forth. As stated, even now, any individual who possesses qualities consistent with these three definitions is fit to be considered an author of a shastra. P2. Second, [Definition of a Shastra]: Mastering the teachings of the Victorious One. And so forth.

This is from 'The Uttaratantra Shastra' (Sublime Continuum): Whatever is solely of the Buddha's doctrine, Explained by a mind endowed with non-distraction and mastery, In harmony with the path to liberation, That, too, should be revered as the words of a sage (ṛṣi). As stated, directly or indirectly, for the purpose of interpreting the profound meaning of the Sugata's (Buddha's) teachings, any discourse explained by an author with intelligence free from wrong views, doubts, and other distractions, is in harmony with the path to attaining liberation. Third, [Definition of Shastra (Treatise)]: Possessing the qualities of rectification and protection, Such a Shastra is considered to be free from six faults and endowed with three virtues. That which possesses these characteristics is defined as a Shastra in Sanskrit (Tibetan: ཤཱསྟྲ་, Devanagari: शास्त्र, Romanized Sanskrit: Śāstra, Chinese literal meaning: 教化救护之书). 'Śāsa' means to rectify (teach), and 'tra' means to protect. Hence it is called a Shastra. In the 'Vyakhyayukti' (Reasoning of Exegesis), it says: That which rectifies (corrects) all enemies of defilements without remainder, And protects from the existence of lower realms, Because of its qualities of rectification and protection, it is a Shastra. These two (qualities) are not found in the systems of others (non-Buddhist schools). Thus it is said. Again, as explained in 'Amarakosha' (Immortal Treasury), 'Śāstra' (Tibetan: ཤཱསྟྲ་, Devanagari: शास्त्र, Romanized Sanskrit: Śāstra, Chinese literal meaning: 必定开示引导宗义) certainly means to instruct and to lead one into the doctrines. In the 'Yogacarabhumi Shastra' (97b), it says: Meaningless, erroneous meaning, possessing true meaning, Engaging in hearing, debating, and practicing, Evil cunning, devoid of compassion, abandoning suffering, A Shastra is considered to be free from six faults and endowed with three virtues. Thus it is said. These include treatises like the four Vedas, which lack authentic meaning; treatises with erroneous meaning, such as those that claim liberation is achieved through eternalist or nihilist views; treatises that prioritize hearing, such as those on poetry; treatises that prioritize debating, such as those on logic; treatises involving evil cunning, such as those for achieving victory in warfare; and the six bad treatises that lack compassion, causing harm to oneself and others, such as those that preach animal sacrifice (e.g., cows) as dharma. These six are to be avoided. Conversely, the three treatises that possess great meaning, leading to temporary happiness and ultimate liberation, and that achieve enlightenment and eliminate all the sufferings of samsara, are considered acceptable by Buddhists. Fourth, [Classification of Treatises] has three parts. First, based on their function (or activity).
