It is not contradictory. This is because the supreme Nirmanakayas, who turn the Wheel of Dharma for common disciples such as Sravakas, are the basis of emanation, and therefore it is taught thus. Generally, even among the pure lands that are the unique characteristics of Mahayana and have become the realms of Nirmanakaya, there are two types: superior and inferior. Sukhavati (the Land of Bliss) and similar lands, which are primarily achieved through the roots of virtue of noble Bodhisattvas, are independent pure lands not belonging to the three realms. However, this (Nirmanakaya land) is said to belong to the form realm, thus relying on an impure land. As it is also said in the Lankavatara Sutra: "The palace of the gods is Akanistha." Therefore, it is held that a distinction needs to be made. This is the chapter on the different views regarding the Teacher's manifest perfect enlightenment. This is the commentary on the second chapter concerning the different views on the Teacher's manifest perfect enlightenment. Third chapter, on the Nirmanakaya displaying the twelve deeds in this realm. Section 3: The third chapter explaining the deeds of the Nirmanakaya has three parts: 1. General explanation of the nature of the deeds; 2. Specific teaching of the twelve deeds; 3. Mentioning the distinction between Mahayana and Hinayana as an incidental point. First part: The supreme Nirmanakaya's deeds are a hundred and so on; And though they are immeasurable due to the power of uncommon attainment of meaning, The commonly known deeds are the twelve. The Buddha's life story and activities are as vast as space, not even within the scope of noble beings, let alone being fathomable even partially by the minds of ordinary beings. Nevertheless, in this Buddha realm, the supreme Nirmanakaya's manifestation, based on what appears commonly to disciples, becomes the basis for discussion, saying "this is how the deeds are." Therefore, from the precious Sutras, the scholars of India and Tibet collected the main ones and explained the categories of deeds as one hundred and more, and so on. And those uncommon deeds, arising from the Mahayana and Tantra traditions, and those suitable to be established as inferred meanings through reasoning, etc., are immeasurable (72b). Therefore, one cannot definitively conclude that "these are precisely the Buddha's deeds." However, what is universally known to the common disciples of both Mahayana and Hinayana are called the supreme twelve deeds.
