Here, the karma-wind, wandering to establish another [world] when one world-realm collapses; and that, which remains in that very place, not going elsewhere, the two kinds of stable and moving winds of such a nature, are called "consciousness-endowed" (rnam-par shes-pa'i chos-can). It is not called that because it is the nature of consciousness, but because it possesses the qualities of consciousness; just as semen and blood are established as having the qualities of the moon and sun. What kind of qualities of consciousness does it possess? Although consciousness is devoid of color and form, it possesses various lights by its characteristic of appearing; similarly, these two karma-winds, although they are themselves of the nature of space, are not objects of sense consciousness, but are endowed with six lights to be realized by the eye of a yogi, therefore they are consciousness-endowed. Thus, its lights are predominantly green, blue, and black, these three; from the others which are secondary, the ten winds, such as life-wind, arise. These ten winds are also established in three types according to their functions: holding, churning, and forming winds. Among these ten winds (40b), which ones perform the functions of holding, etc.? Herein, internally, from the *Nang Le*: "The seeds residing in the lotus are held by the holder, and from that, water gathers them externally. Fire ripens them, and taste consumes taste, their growth is by wind. And space also provides the opportunity for growth, O lord of men, thus it is accomplished from time." The reasoning stated thus is to be applied externally. The pervasive wind (Khyab Byed, Vayu) and Devadatta (Lhas Byin), belonging to the water element, gather the particles; Naga (Klu) and Norgyal (Nor Rgyal), belonging to the earth element, solidify those gathered particles, thus these four winds are the holding winds. The upward-moving wind (Gyen Rgyu, Udana) and Kranjapa (Rtsangs Pa), belonging to the fire element, ripen those gathered particles by churning, thus they are the churning winds. The co-existent wind (Mnyam Gnas, Samana) and Kurma (Rus Sbal), belonging to the wind element, having churned and ripened those, cause them to be produced and placed in various other locations, in the manner of forming...

The functioning wind is the wind that forms shapes. \t\t\tLife-sustaining wind (Prana) and downward-clearing wind (Apana) are the companions of all these, and their essence is to provide opportunities. \t\t\tJust as within the body, the father's semen and mother's blood gradually transform from a curd-like and slimy state into a fish-like stage and so forth, similarly, when the world forms, before the mandalas of wind and so forth, possessing form and measure, are established, the manner in which the essences of the five elements agitate is as follows: the characteristic of emptiness, where atoms exist in scattered fragments, is the stage of space. Following this, as previously explained, when the two winds, the steady and the moving life-sustaining winds, meet, the atoms agitate and cling together. This is the stage of the agitation of the essence of wind. Just as fire arises from the striking of stones, when the atoms agitate and connect (41a), lightning is produced. This is the stage of the agitation of the essence of fire. From this, water like raindrops arises. This is the stage of the agitation of the essence of water. From this, rainbows appear in the sky. This is the stage of the agitation of the essence of earth. \t\t\tThese, having agitated, become a great collection of water. From churning this, the gross elements like an essence emerge, which is comparable to the turtle stage with five internal protrusions. Then, the shape-forming wind creates the arrangements of mountains, continents, and so forth, which is like the boar stage. \t\t\tIn this way, all the arrangements from the wind mandala to Mount Meru will gradually be completed as they are. \t\t\tTherefore, all the various appearing measurements, shapes, and arrangements of the world are also due to the differences in the karmic winds that produce them. And the differences in karmic winds are due to the different appearances of the mind imbued by karmic imprints. Ultimately, this also stems from the appearance of the six lights, which are united with the six elements/realms. \t\t\tThe way in which the gross world is formed from the six lights is also: \t\t\tIn the Glorious Tantra it is stated: 'In the left limb, white blazes.' And so forth. What is to be known from the reasoning of the seven pairs is this: Thus, the power of the upper green light and the lower blue light, all possessing the characteristics of emptiness and clear light, produce the two winds: life-sustaining wind and downward-clearing wind. The black light blazes in the East...
