And as for those many who came, such as Sengge Zangpo (Simhavajra), most of them propagated the teachings as prophesied by the Victorious One in the Sutras and Tantras, eventually attaining enlightenment. The manner of each of their liberation stories, through which they upheld the teachings with wondrous deeds, is immeasurable and inconceivable. Part Two: Concerning the manner of the propagation of the unique Mantra (Tantra) Basket of Teachings, there are two points: 1. The origin of individual Tantras. 2. The manner of the propagation of the Mantra schools/colleges. The first point is: Kriya and Charya Tantras, after the flourishing of Mahayana, were practiced. Siddha Vidyadharas (Mantra Accomplished Knowledge Holders) appeared in hundreds of thousands. Among the four great classes of Tantra, the Kriya and Charya Tantras were generally taught by the Bhagavan (Buddha) to humans here in Jambudvipa, and elsewhere to gods, yakshas, and so forth. From that very time, in the Noble Land (India) and other places, many fortunate beings practiced them secretly, thereby attaining great mantra siddhis. In particular, not long after the Third Council, the Mahayana Sutra collections appeared and flourished simultaneously. From then on, these were openly practiced and became widespread. It is said that hundreds of thousands of Vidyadharas who accomplished vidyamantra appeared. Saraha brought forth Buddha Kapala and so on, An ocean of Tantra collections, from the land of Oddiyana. Approximately three hundred years after the Teacher's (Buddha's) passing into nirvana, during the time when Dharma King Dawa (Chandra) manifested as the enjoyment body (Sambhogakaya) through blessings in Shambhala, the great Brahmana Rahula appeared in the land of Lada (Lata, possibly Gujarat or Bengal region). Along with Acharya Vimalamitra and King Visukalpa of Oddivisha, he went to Uddiyana. There, he received the empowerment of Guhyasamaja from a Yogini transformed from a Naga and attained siddhi. Having directly heard many Tantras from numerous gurus, especially from transcendent deities such as the Lord of Secrets (Vajrapani), and having attained supreme siddhi, he was renowned as Saraha while practicing. He also brought many volumes from the land of Uddiyana, an ocean of Tantra collections such as Buddha Kapala, and composed commentaries on Buddha Kapala and so on. Prior to this, it appears there was no established presence. Subsequently, from the time of this great master, it widely spread and continuously endured, becoming the great source of all tantras and accomplishments. Thus, due to Indra and his retinue attaining accomplishment, That land became the source of Vajrayana. Since it is said that the tantras were invited from the land of Oddiyana (Swat Valley), what then is the meaning of all tantras abiding in that land? As mentioned above, during the time when the Bhagavan (Buddha) resided, to the west of Shravasti (Sravasti, modern Uttar Pradesh, India), beyond five hundred yojanas (approximately 2000 km), in the western land of Oddiyana (Swat Valley), there was a king named Indrabhūti. Hearing the name of the Bhagavan, he developed faith, prostrated, and mentally supplicated, whereupon the Bhagavan appeared. He emanated the Akṣobhya maṇḍala of Guhyasamāja, bestowed empowerment upon the king and his retinue, taught the extraordinary method of not abandoning sensual pleasures but rather utilizing them on the path, and subsequently gave instructions. (128b) The king also fully comprehended all these meanings and extensively engaged in elaborate (prabañca) practices, thereby, along with his retinue, attaining the vidyādhara (knowledge-holder) stage. Thus, it is famed that "this land was once empty." Immediately thereafter, a lake in the south swelled, and along with many nāgas (serpent deities), that land became filled with water. Vajrapāṇi (Holder of the Thunderbolt) entrusted the tantra scriptures to those nāgas, and the nāgas also transformed into humans, built a city on the shore of that lake, and called it (the name is not specified in the text). By practicing the path, most of them attained siddhi (accomplishment). Those who had not attained accomplishment also transformed into humans, and the kings who ruled them all became dharmic (righteous) rulers. Later, in the dried-up lakebed, a palace named "Dharma-gañja" (Sanskrit Devanagari: धर्मगञ्ज, Romanized Sanskrit: dharmagañja, literal meaning: Treasury of Dharma) came into being, meaning "Treasury of Dharma," where all tantras resided. Due to cities inhabited by vidyādhara (knowledge-holder) heroes and numerous yoginīs (female yogis) gradually encircling this palace, that land became known as "Oddiyana Ḍākinī Island," becoming a great source of the secret Vajrayana.
