In order to refute those who proclaimed "this is the teaching," and to cleanse the defilement of the teaching, seven hundred Arhats possessing the eight liberations, renowned ones, and those extensively learned and completely liberated from both aspects, gathered in the monastery named Kusumapurī (Pataliputra). With King Dgabyed (Joy-maker) of the Licchavi clan as patron, they proclaimed ten points, (stating) "These (ten points) are not found in the Sutra Piṭaka, not evident in the Vinaya Piṭaka, and contradict the nature of phenomena (Dharmatā), hence they must be abandoned," thus establishing, and expelling those who engaged in improper conduct. This event became known as the "Seven Hundred's Correct Proclamation" and a partial compilation (of scriptures) was made. Chapter 3: The Third and Final Buddhist Council: Following that, The monk Mahadeva, with his disciples, by proclaiming the five points, caused the four fundamental schools, and the eighteen branches that arose from them, to come into being. After that, when the seven generations of lineage holders had concluded, at some later time, a merchant's son named Lha Chenpo (Mahadeva) from the region of Maruḍa, who had committed three ānantarya-karma (unforgivable sins), concealed his transgressions, was given to Kashmir, and then renounced the world (became a monk). Having mastered all three Piṭakas and diligently cultivating samādhi in solitude, he was (falsely) blessed by Māra and became known as an Arhat. His fame and offerings increased, and he arrived with many followers at the Reed-filled Monastery (Pataliputra). At that time, when the monks were reciting the Prātimokṣa Sūtra in turns, at the conclusion of Lha Chenpo's (Mahadeva's) sutra recitation, (he proclaimed:) Gods are deluded by ignorance; The path arises from the flow of words; Those with doubt are guided by others; This is the teaching of the Buddha. (112b) When he thus recited, the noble ones and the extensively learned elder monks declared, "These are not the words of the sutra!" However, most of the younger monks sided with Lha Chenpo (Mahadeva) and engaged in debate. Furthermore, he made many wrong interpretations of the Buddha's teachings. After his death, his disciple named Zangpo (Bhadra), also created many points of contention, investigation, and doubt regarding the Buddha's teachings, and used them to answer others, (by) proclaiming the five points of ignorance, doubt, extensive investigation, and self-deception/superficiality, thereby causing disunity and turmoil among the ordinary monks within the teaching due to doubt and hesitation...
