The nature of the treatise. This is the establishment of how long the teachings will remain. First, there are two collections: mantra and pāramitā. Among them, the mantras are all those spoken by the Bhagavan on the summit of Mount Meru and in Akanishta, etc. On a mountain called Bhima Sambha in southern India, immeasurable bodhisattvas such as Maitreya, as well as dakinis and many great accomplished vidyādhara holders gathered. It is said that the tantras of body were collected by Manjushri, the tantras of speech by Avalokiteshvara, and the tantras of mind, qualities, and activity by Vajrapani.

Firstly, it is to be reasoned with nine aspects: namely, time and assembly, place and supplication, offering and object, necessity, removal, and the chief compiler. The wise ones consider there to be nine aspects. Thus it is said. Among these, the time is the summer following the Buddha's Parinirvana. The place is the northeast of Vulture Peak Mountain in Rajagriha (王舍城), in the secret cave of the Asuras, where five hundred Arhats gathered. King Ajatashatru acted as the patron. In order to remove the contempt of the son of gods, Ananda compiled the Sutras, Upali compiled the Vinaya, and Mahakashyapa compiled the Abhidhamma. Also, the twelve branches of the scriptures were compiled into the three Pitakas, so that they would not decline. As it is said in the Vinayavastu-kshudrakavastu: 'In the summer following the Teacher's Parinirvana, in the secret cave of Rajagriha, the sustenance of the five hundred Arhats who gathered was provided by Ajatashatru, and they compiled the three Pitakas. The Sutra section and the section of melodious utterance, the section of prophetic verses and the section of special expression, these five are compiled into the Sutra section. The section of the basis of discussion and the section of expressing realization, and the section called the section of present occurrence, and the four sections of births are compiled into the Vinaya. The extensive section and the wonderful section, and the section of determination, these three are compiled into the Abhidhamma. A sect, a sect revered by many. The third council was held after the Buddha's Nirvana, nearly four hundred years after three hundred years had passed. At Jalandhara in Kashmir, in the monastery of stacked flowers, five hundred Bodhisattvas who had attained dharani, five hundred Arhats, and sixty thousand ordinary monks gathered. King Kaniska acted as the patron, and the Bodhisattva Vasumitra of the Sarvastivada school and the great Arhat Purna compiled the teachings. The king himself made the request, and the eighteen schools were unified in terms of Dharma. The eighteen schools that branched out from it are: the Sarvastivada school. These individuals were ordained from the bamboo craftsman caste, named Arya Katyayana, who was prophesied as the best in taming the border regions.
