Commitment. Keep it secret for the sake of the unworthy and the dull-witted, and for the sake of bad karma. As it is said, it is not kept secret because the Dharma is bad. There is no fault in keeping it secret in order to avoid the bad karma of others and to avoid the decline of the greatness of the Dharma. In other scriptures it is also said: The reason why mantra is called secret is not because the Dharma itself has defects, but because it is kept secret from those with shallow wisdom and inferior capacity. The actual method of keeping secret is that, for the objects mentioned earlier, namely ordinary people, those with shallow wisdom, and those who leak secrets, do not mention even the name, letters, key points, or even a single word of the tenets of this Dharma. In places where the time is not ripe and the region is not suitable (like border areas), do not even say that you know, possess, or have inquired about this Dharma. Even if those who are proficient in this way inquire, say that you are not sure, or that you do not understand because you have not practiced it, and keep it secret in this way. In the 'Essence of Accomplishment' it says: Therefore, this ultimate meaning must be kept secret, and not even a whisper should be revealed. As it is said. From here, it is repeatedly emphasized that it should be kept secret, therefore, not allowing (others) to see the texts of the Heart Essence and the body key points, etc., is a great samaya. In particular, explaining this Dharma without the permission of others, etc., is not permissible even if one has a vajra tongue. In the tantra itself it says: The meaning of the great perfection Ati mantra, do not speak to those of lower capacity. Even if you have not received the transmission of the vajra master hero, even if you have a vajra tongue, do not transmit the secret to others. For those of lower capacity and those who have not received empowerment, and those with heavy karmic obscurations, do not explain the meaning of the great secret. This is a type of samaya. As it is said. The fault of not keeping secret is that it will lead to slander, thereby causing oneself and others to fall into the lower realms, causing the essential teachings to decline, causing the Dharma protectors to be punished, and causing the wishes in one's heart not to be fulfilled, etc. In the 'Essence of Accomplishment' it says: This great secret of the great perfection Ati, if proclaimed to those of low intelligence, is like drilling wood to make fire, even the drilling wood itself will be burned. In addition, it will burn the things that have become symbols. The ultimate meaning of mantra is like fire, for those who have little merit, shallow wisdom, and are ignorant of cause and effect, because of slandering the meaning of great perfection, they will fall into the three lower realms, and experience suffering without understanding the ultimate meaning. As it is said. All

In that (Tantra), although there is no acceptance or rejection regarding the essential meaning, non-humans and spirits create obstacles, and accomplished ḍākinīs, in both cases, are controlled by untimely death and fear. Through the power of false accusations, they obscure the essential Dharma. Thus it is said. The nature of lacking fortune is also stated in that very Tantra: The individuals who are unsuitable vessels and perverse are those who delight in fame and worldly affairs, are arrogant, disrespectful to gurus, and narrow-minded. They are disdainful, lack wealth and faith, are self-righteous in their practice, forcefully desire things, increase and disagree with all teachings, and cultivate harmful thoughts towards themselves and others through false accusations. These should not be shown (the Dharma); it should be kept extremely secret. Thus it is said. The Self-Arisen Tantra says: They do not show respect or service, they practice secret mantras loosely, they have no lineage and no patience, they become shallow in wisdom, they despise kindness, they proclaim their own lineage, they adorn their bodies with fine ornaments, and they become meaningless chatterers. Disciples who have not been examined are enemies of the guru. The meaning of Dzogchen should not be explained to those who do not practice. Thus it is said. The benefits of secrecy are that it accomplishes the good of oneself and others, and that the teachings endure for a long time. As for teaching those who are fortunate, there are two aspects: characteristics and methods of examination. The characteristics of being fortunate are as stated in the Jeweled Array: This great secret mandala should not be shown to everyone, but only to those who can keep secrets. This sequence of secret mantras, the lineage that is shown is like this: entrusting the secret to those who can keep it. It should be taught to those who are diligent in the meaning of the secret, who are intelligent and wise, and who possess samaya vows. Thus it is said. The royal lineage and the Brahmin lineage, likewise the great noble lineage, to people of great distinction, the definitive meaning of secret mantras is said to be taught. Thus it is said. The Self-Arisen Tantra says: The power of faith and great diligence, great wisdom and no attachment, great respect and practice of secret mantras, no distraction in the non-conceptual mind, possessing vows and diligent in practice, sincere, earnest, and compassionate, frank, honest, and practicing meditation, acting exactly as the guru says, not abandoning vows, and acting in accordance with others' conduct.
