Then he said, "Oh, my wish is about to be fulfilled, and the Dharma will spread in Tibet." After that, they began to lay the foundation and build. However, the powerful Yakshas and Yakshinis of Tibet, including twenty-one lay practitioners, created obstacles. What people built during the day was destroyed by ghosts and spirits at night, throwing goats and stones into the river, and moving the stones from the river to the mountains, making it impossible to build.

On the fifteenth day of the first month of summer (Tibetan April), he offered a grand feast to the Three Jewels and recited the Mahayana sutra called 'Cloud of Dharma,' vowing to bestow great offerings upon all beings. Beggars came in an unbroken stream. They said, 'Now all the treasuries are empty, there is nothing left.' And they said, 'If you do not give to us, then all that was given before is meaningless.' Then the king thought, 'On an island in the outer ocean, the dragon princess Beautiful Woman holds a wish-fulfilling jewel that grants all desires, inexhaustible and unending. If a Bodhisattva who practices the Dharma were to beg for it, she would give it. Therefore, I must go and beg for it.' So he built a ship and sent for a captain who had retrieved jewels from the outer ocean many times. The king commanded him to set out with his retinue. The retinue pleaded with the king not to go, but the king did not listen. He boarded the ship and raised four large banners in the four directions. When the wind was favorable, they sailed. When the wind was unfavorable, they lowered four heavy lead anchors in the four directions, hanging them from the gunwales to keep the ship steady. The king, with his retinue, resolutely set out across the outer ocean. Then, raising the banners of the ship, they sailed with the wind, traveling for many yojanas.
