To show the Dharma according to the wishes of sentient beings, as befits their faculties, and to subdue beings, these two things are accomplished by perfecting the accumulations through the power of the union of wind and mind in the central channel. Sentient beings can then hear, and because one knows various sounds, one can teach the Dharma, thus fulfilling the benefit of sentient beings. One who has obtained such power is called "powerful," and one who can truly enjoy uncontaminated qualities is called "rich." Secondly, there are five reasons for determining the four classes of tantras. First, the four classes of tantras were taught with the four castes in mind: the Brahmins mainly emphasize bathing and cleanliness, hence the Kriya Tantra; the Kshatriyas abide with external bathing and cleanliness, and internal shame and embarrassment, hence the Charya Tantra; "the royal caste governs the country with merit and great wealth," hence the Yoga Tantra; "the common people have little cleanliness and coarse afflictions, and their behavior is base," hence the Anuttarayoga Tantra was taught. Then, by taking possession of enjoyment, the food of nectar diminishes and they eat the fat of the earth. Because there is only a clear color, it is the Yoga Tantra during the time of the Two Qualities. Then, because there are no miracles, they eat rice without fat. Because the characteristics of male and female are prominent, the Unsurpassed is taught when it becomes the time of strife. From the Tantra of the Assembly of All Deities: The first of the Perfect Age is the Action Tantra. The second of the Three Qualities is the Conduct Tantra. The third of the Two Qualities is the Yoga Tantra. The fourth of the Strife Age is the Unsurpassed. Also, considering the four times, the Tantras are taught in four ways. And from the Ornament of the Cemetery: The eons of the Perfect Age, Three, Two, and the sequence of the four times of the Strife Age, the Tantras are also taught in four ways: Action, Conduct, Yoga, and Unsurpassed.
