After that, about three or four hundred years later, in the place of Jalandhara in Kashmir (Khache), in the monastery adorned with stacked flowers, five hundred Bodhisattvas who had attained dharani, five hundred Arhats, and sixty thousand ordinary monks gathered. King Kaniska acted as the patron, and Vasumitra, the last Bodhisattva, and the great Arhat Pūrṇika organized it. The king himself made the request, unifying the eighteen schools into one Dharma. These eighteen schools are: the Sarvāstivāda, and from it branched off: the Haimavata, the Dharmaguptaka, the Kāśyapīya, the Bahuśrutīya, the Saṃkrāntika, and the Sautrāntika, these seven schools. Among these, if the royal Rahula-bhadra had not renounced, he would have become the king of the Shakya clan, but because he renounced, he became the lineage of the most respected among those who revered the teachings of the Blessed One. Their language is Sanskrit (Sanskrit, saṃskṛta, meaning: perfected language) perfectly translated, similar to the gods of the Thirty-Three Heavens. Their monastic robes have fragments of nine or more, and twenty-five or less, except for pairs. The symbols are the utpala (utpala, utpala, meaning: blue lotus), the padma (padma, padma, meaning: lotus), and the pattern of jewels. The Mahāsāṃghika, and from it branched off: the Pūrvaśaila, the Uttarāśaila, the Prajñaptivāda, and the Lokottaravāda, these five schools. The root abbot of these schools was a Brahmin who renounced, named Great Elder Haimavata. It is "the lineage of the most respected among those who are proficient in learning." Their language is Prakrit, the language of each region. Similar to the gods of clear light. Their monastic robe fragments are nine or more, and twenty-three or less, except for pairs. The symbols are the swastika and the auspicious knot pattern. The Sthavira school has: the Tāmraparṇīya, the Mahīśāsaka, and the Dharmalakṣaṇa, these three schools. It is in accordance with... The coarse cloth or fine cloth is from nine up to twenty-one, increasing except for even numbers. The sign is writing with a conch shell. To be honored by many. The Sa-so lineage group. The protector group. The mother-child dwelling group, there are three. These who have renounced from the butcher caste are called the noble Near Attendant. Among those who uphold the Vinaya, he is prophesied as the best, and is his lineage of disciples. Speaking the language of the Piśāca-daśa-śa, they are in accordance with the gods of the pure realms. The fine cloth of the coarse cloth is in accordance with the upholders of the Dharma, and the sign is the appearance of the conch shell. The first compilation was when the Arhats, in meditative equipoise, mentally compiled and taught. The second was when they taught by expressing it verbally. The last was when they wrote down the verbally expressed teachings on scrolls and compiled them. Regarding the nature of the Buddha's words and treatises, the well-spoken is the classification of the Buddha's words. Explaining the intention is the classification of treatises, the difference between the Buddha's words and treatises. There are four ways of how to speak and listen, etc. The first has five points. The definition is that which appears as names, words, and letters from the cause and condition of the speaker, the teacher Buddha, and abides in the Sutra or Tantra section. It also shows the three trainings to be expressed. The expressing words are immaculate. The establishing has three valid cognitions. The result is virtue in the beginning, middle, and end, which is its nature. As Maitreya says: The three trainings to be expressed, the expressing words are immaculate, having three valid cognitions, virtuous in the beginning, middle, and end. That is the greatly spoken word of the Victorious One. The opposite should be known as the doctrine of another. The three trainings are the trainings of ethics, concentration, and wisdom. The three valid cognitions are direct perception, inference, and scriptural authority. The example is the appearance of the teacher's words, the form of names, words, and letters that appear in the minds of those to be tamed. They appear in the form of prose or verses of the Sutras or Tantras, and from the blessings of the Dharma that accords with the capacity of those to be tamed, from the wishes of the retinue, like a sound's reflection, there is actually no meaning in the names and words, but it appears, as it says in the Uttaratantra: Just like the sound of a reflection, it arises from the consciousness of another. Here, the Specific Speakers among the Hearers believe that its nature is a collection of names, the one who hears the Tantra.
