Whether issuing instructions, regulations, or general templates from the monastery, one should consider the long-term impact and explain them in detail to all successors. Alternatively, one should base suggestions on the previous teachings of the lama, in the form of subsequent instructions, offering concise and profound advice that is both temporarily beneficial and deeply meaningful. When inquiring, whether it is Khen Rinpoche or any other responsible person, one should fully understand their character, their judgment on Dharma and secular affairs, or consult with others before making a decision. In particular, one must choose internal individuals who are trustworthy, meticulous, and respect cause and effect. Similarly, for the sake of the monastery's Dharma propagation activities, whether constructing temples, palaces, Buddha images, scriptures, stupas, monks' quarters, guest rooms, ordinary residences, gardens, barracks, etc., everything must be solid and durable, ensuring long-term benefits and becoming a symbol of the monastery's solemnity. One must never act rashly according to one's own ideas, or to cater to others and do superficial work. For the craftsmen needed temporarily, one should also understand whether their skills are excellent, how long the construction period is, and whether the wages are reasonable. Avoid unfair phenomena such as being too generous to some and too stingy to others. Be sure to follow the old practices, from morning to night, from morning tea to evening tea, according to the rituals, and handle all Dharma propagation affairs in an orderly manner. If financial management is chaotic, without distinguishing between priorities, and squandering at will, treating the Buddha's pure land as a plaything of sentient beings, and being ignorant of both internal and external affairs, then all personnel except for the necessary staff should be managed through guest services, and the handover of items should be handled by two key custodians. Otherwise, it will create a situation where what is needed is difficult to obtain and the methods are clumsy. Therefore, in the future, there must be no slack in handling any affairs. This monastery is different from other places of offering, so laws cannot be made arbitrarily. It is strictly forbidden to destroy the teachings of the Sakya school, use evil means such as curses, and take away valuable items from other monasteries or temples. Those who violate secular and religious laws will be punished in accordance with the provisions of the 'Legal Judgment Book'. --------------------------------------------------------------------------------

One should strive to protect those who seek refuge, regardless of their origin, as long as it does not harm the fundamental interests of the monastery and one is certain of being able to help. Otherwise, even if explanations are given to the relevant judge, if it is of no avail and there is indeed a life-threatening situation, one should consider whether there is another law that can be applied, doing everything possible to benefit the name of the previous lamas. In short, one should not trample on the national laws in any way, so that the lineage descendants are at ease in the short term and there is greater scope for the doctrine. It is important for the treasurer to understand that this will both perfect his own merits and accomplish the interests of oneself and others in this life and the next. Similarly, the successive stewards should lovingly manage all the monastic estates that need to be gathered into the monastic property, and do their utmost to improve the management of the land of the government and the people without exception, and especially the officials, starting with the stewards, all those who receive a daily ration of measured grain should receive it as they do now. Similarly, from the stewards to all those who receive meat, everything that is needed should be done in accordance with their respective rights, without any deviation. All monastic expenses, alms from benefactors, and loans that should be given to the people should be maintained as before, according to what is seen and heard, without any arbitrary changes. One should do everything possible to increase the income that benefits the monastery, and maintain the cleanliness of all offerings, ritual items, and utensils. In short, all the activities of the bursary should be transformed into service to the monastic community and the doctrine. In order to achieve this, these instructions should be conveyed to all the stewards, including the small estate managers, and ensure that everyone takes responsibility, and all officials and staff work together to ensure that all the affairs of the bursary are carried out accurately and firmly. All the leaders of hundreds, the religious workers, the three monastic officials, the offering officials, the general managers, the patrol officials, and all the upper and lower lamas must understand that all the religious activities of the great monastery, such as rituals, offerings, torma, and repelling, all require the leaders of hundreds and the monastic officials to take responsibility for teaching the entire monastic community. The rules and regulations that I have established must be strictly followed without any violations. --------------------------------------------------------------------------------
