After giving instructions, if these regulations are not followed in the future, the laws that distinguish between right and wrong will be justly enforced. In addition, for the administrators of the monastery, the garbage room administrators, the upper and lower retreat centers, and the managers in places like Samling Rinchengang, especially their heads and each of the staff members, they must serve the monastery in the manner specified in the De Ling Charter. For the Great Temple, the Four-Story Palace, and each room including Phuntsholing, all the garbage room administrators responsible for service must carry out necessary repairs on the flags, Spendha, Pangdha, Wakha Thiksa, etc. at the top, and carry out dusting and cleaning. For each of the rooms in the middle, clean the walls, paint, and windows, prevent smoke, wind, and rain. For the bottom thresholds, toilets, and roads, sweep, protect people and animals, collect garbage, etc. In short, protect and clean all the places that make the monastery and palace unsightly, and even if it is an old building of many years, design it carefully to make oneself and others feel comfortable, and ensure that the blessings of the gurus do not disappear. If anyone violates the above regulations, they will be given severe reprimands or punishments as appropriate, transfer jobs, etc., and take appropriate management measures. For those who act in accordance with the Dharma, it is important to provide support and encouragement without favoritism. In Ngor Ewam Choden and other Sakya monasteries in U-Tsang, when appointing lamas, the discipline and code of conduct of the monastery should be written into the appointment letter in accordance with the monastery's regulations. Whether it is Sutra or Tantra monks, they should follow the teachings of the Sakya gurus to make the Dharma flourish and develop, avoid the decline of the monastery, etc., and do their best for the overall benefit of the Sangha, and if encountered, discuss these issues in person. Countless unbiased virtuous spiritual friends, headed by [ཀྱིས་], have appeared, and countless great, medium, and small patrons, headed by the ruler Dege [ས་སྐྱོང་སྡེ་དགེ་སྐུ་ཞབས་], have appeared. For all of these, a detailed study should be conducted on the magnitude of their respective status and, in particular, the extent of their connection to this great monastery. Misunderstandings due to timing and circumstances should be avoided. Regardless of status, they should be received immediately like gatekeepers, and meetings and offerings should be accepted according to their respective wishes, without waiting, and action should be taken immediately. During large gatherings such as the Kalachakra initiation, strict demands should be placed on the administrators to avoid mutual quarrels. During the audience of the Cham dance grand assembly and the gatherings of monks for memorial services, peace and harmony should be maintained so that both self and others can be satisfied. Especially during monk gatherings, if it is possible to distribute real gold to all monks starting from the northern and southern monastic residences, that would be best; if not, it should be converted to the equivalent gold price according to the market price at the time. For practitioners and nuns who are not monks, if it is not possible to offer these precious items, then the equivalent value of tea or silk should be offered. If possible, for the general public, a new public charity project that did not exist before could be added; otherwise, beggars and others who cause chaos should be avoided, and events that have already occurred should be prevented from happening again, and events that have never occurred should be completely eliminated, as these are very unfair. Therefore, it is best to decide to make offerings only to monk gatherings as usual, so that it can be clean and neat. For the offering ceremonies of the gurus, the tea supply during butter lamp offerings, the distribution of tea bowls, the public expenses of various monasteries, the offerings of patrons, and the tea expenses for the monastic community from the government, efforts should be made to avoid bringing negative impacts to this great monastery, and to serve the monastery wholeheartedly, without feeling ashamed. For all those who need to write letters, from great lamas and nobles to ordinary patrons, detailed replies should be given to their offerings, and gifts that should be returned should be returned according to their respective financial capacities. Otherwise, all internal, external, and secret affairs will become chaotic, causing the other party to feel ashamed and one's own affairs to be unsuccessful.
