If there is no extensive knowledge, for the sake of benefiting the doctrine, reports considering both immediate and long-term perspectives should be made repeatedly. Similarly, from one's own position, flawless and solid activities should be carried out in the three aspects of outer, inner, and secret, without any deviation. In these matters, do not let bias and arrogance lead to considering only Sakyapas as one's own, disregarding the abilities of others, and not employing them. Regarding the lineage, which is the root of happiness and well-being, and the foundation of the political administration, select those with complete and stable lineage, clan, and family through thorough examination. At the same time, conduct detailed inquiries into all aspects. When appointing positions such as Khen Rinpoche (Abbot) and other positions in the northern and southern monasteries, follow the respective regulations, strictly maintain the order of duties, uphold ethical conduct, and provide unwavering support. If various violations occur, impose penalties on each department according to the severity of the offense. Provide detailed guidance and correct errors. If anything known or inquired from others does not align with the aforementioned instructions, provide gentle or stern teachings repeatedly. If that is still insufficient, transfer the position or enforce discipline through legal means. Similarly, for all staff members such as stewards and attendants, as well as guest managers and all attendants, consider the lineage and the benefit of the doctrine as much as possible. Persistently adhere to one's fundamental duties without fail. Whether dispatched to the outer, inner, or secret realms, there should be someone who can accomplish the task, leaving behind amazing achievements, and should be rewarded generously. Even in the short term, if guidance and correction of errors do not yield results, investigate thoroughly. If it is due to the limitations of one's own body, speech, and mind, then change the position. If a knowledgeable person becomes arrogant or unstable, provide detailed guidance, hoping they will understand later. If various problems arise, generally, one should teach the cause and effect of worldly matters; especially from one's own side, even if one has done things with the Three Jewels as witness, if it is not valued, it is because there is fault in oneself, and one needs to conduct a three-time pointing and verification. If not, it would be more beneficial to listen as if all religious affairs were arranged as tasks. 4-7 If that is not enough, one should immediately distinguish between black and white, truth and falsehood, and put it into practice. From one's own side, one should not shame the Three Jewels and knowledgeable, impartial people. No matter what gentle or harsh laws are touched, one should not escape with deception or hypocrisy, but should appear in a naturally innocent and pure state. Similarly, the rituals of the upper lamas, offerings, butter lamps, tea, etc., for the purpose of upholding, propagating, and developing the Dharma, the arrangements for the offering and collection of the upper, middle, and lower classes, as well as the lama families, merchants, people, and subjects, are as follows: For those who offer and collect, one should manage their respective monasteries, patrons, and individuals with pure intention to think about all religious affairs, and fairly abide by the two laws governing them, thereby conducting the teaching of Dharma, guiding the living, transferring the dead, and for all the monasteries and subjects that need to be managed, one should persuade good and punish evil, so that all religious affairs can continuously accumulate merits in this life and the next. 4-8 For all the things that belong to their respective shares, such as monasteries, patrons, Dharma lands, etc., on the basis of having already developed and prospered, in order not to waste all the things of life and death, all of them should be invested in this monastery, and all individuals, rich and poor, should be recognized, so as not to harm the monastery. The main factors of these favorable conditions are that the monks are pure in discipline, and all the stewards, servants, etc., are in harmony, and for all the conditions of the monastery's property, such as horses, mules, yaks, etc., one should not waste them, and one should repair them, so as to benefit oneself and others. If there is discord among the monks, stewards, servants, etc., first the steward and the monk should persuade each other to do good and punish evil, and achieve harmony. If the lama has great wisdom, he should arrange for the steward; if the steward has broad knowledge, he should report to the lama. For the monks and servants, one should give food and clothing equally.
