Having heard that the Tathagata turned the wheel of Dharma from here up to Akanistha, they came. The supreme god asked where the wheel of Dharma was turned. He replied: In Varanasi. There I offered sixty kotis of thousands of sacrifices. That sacred Varanasi is the abode of the former sages. Therefore, in that supreme place called Sage, the sacred wheel was turned. Having said this, he departed. In that place, thousands of precious thrones appeared. After circumambulating three times, he sat on the fourth throne. He turned the wheel of Dharma of the four truths to the five excellent groups and eighty thousand gods, thereby realizing the truth, and the five excellent groups attained the fruit of Arhatship. Then, at Vulture Peak, he turned the wheel of signlessness to Bodhisattvas and great Shravakas, and so on. Then, in the abodes of gods and nagas, and so on, he turned the final wheel of definitive meaning. Among these, the first teaching is for beginners, in accordance with their understanding of the stages of entering the path, mainly through the means of abandonment and antidote, to definitely liberate them from samsara. The intermediate teaching is to prevent attachment to the Dharma of the path, etc., which is the antidote to abandoning samsara. The final teaching is to directly and truthfully speak about the nature of phenomena as they are. Furthermore, it was also taught through the three pitakas, the three trainings, and the means of the Great and Small Vehicles.
