It is said to be the foundation of all virtues. Thus it is said. In general, to take liberation's bodhi as the path, one must obtain vows. All virtues not bound by vows are intermediate virtues, unable to transcend the state of samsara. Among these, if the Pratimoksha vows are practiced without error and with perfection, one will attain the bodhi of Shravakas and Pratyekabuddhas, and thus not wander in samsara. The Bodhisattva vows lead to Buddhahood in three countless eons. The Mantra vows lead to Buddhahood in one lifetime. These three vows are also transgressions when violated. Without vows, there is neither merit nor transgression. It is like how without a field, there will be no harvest or hail. Among these, if we establish the meaning of the three vows: the mind is not defiled by afflictions and non-virtue, thus Pratimoksha through vows; continuously performing altruistic deeds of virtue, thus Bodhisattva; self and others are visualized as deities and palaces, thus spontaneously accomplishing the two benefits and transforming desire into the path, thus the vows of the secret mantra vidyadhara. These also involve turning away from the root of harm, accomplishing benefit, and practicing without deviating from the state of pure and equal mandala. Regarding how to protect the vows in the continuum of a single individual, some say to protect the Pratimoksha vows until one attains various paths; then, to protect the Bodhisattva vows until one generates heat on the path of application; then, to protect only the mantra vows. This is not reasonable. Vajrayana yogis should cultivate the path from the beginning with the three vows complete. It is said in the scriptures: For the supreme great lineage of karma, all vows are complete, and should be upheld as they truly are. This statement is contradictory. Some say that the vows transform, just as smelting copper ore yields copper, pouring in brass ore yields brass, and adding lead and tin yields tin. If one does not obtain the higher vows, the lower vows will transform, saying that it is sufficient to protect only the mantra vows. This is not reasonable. The Sutra of the First Beginner says: To despise is nature, and if one despises the lower vows, it is said to be a transgression. The scriptures say to protect all vows, so this statement is contradictory. Some also do not approve of partial protection, because there is an upward or downward inclination, that is, the three vows each hold different characteristics. It is also not approved that all things are the same in essence, because first they arise from the same collection of causes, in the middle they do not contradict each other, and finally they are the same group of accomplishment, possessing these three dharmas.

There is no single thing that is the same in the transformation of matter and in all that is before and after. It is also unreasonable for some to think that one should give up and gain. Because there is nowhere that says that gaining the upper one should give up the lower one. So what is it? In order to protect the three qualities in the continuum of one person, it is necessary to have non-mixing self-nature, complete negation, transformation of essence, increase of merit, non-contradiction of the key points of the three vows, and to transform the main part of the occasion into what should be transformed, these six points. First, the self-nature is not mixed, that is, each holds its own characteristics. Complete negation is like saying that everything is wrong, like building a castle. All three vows bring the virtue of that one continuum to one discipline. The Vinaya says: Any dharma that directly or indirectly becomes the cause of universal desire, and cannot become the cause of universal detachment, then know that this is not dharma, not Vinaya, not the teaching of the Teacher. Any dharma that directly or indirectly becomes the cause of universal detachment, and cannot become the cause of universal desire, then this is dharma, is Vinaya, is the teaching of the Teacher. Similarly, anger and so on are widely proclaimed. Among them, the monk who abides in celibacy and the yogi of the third empowerment path have the same key point, that is, having the ability but not engaging in sexual activity, therefore not being stained by the defilement of desire, and engaging in sexual activity without being stained by defilement, both of which rely on the afflictions themselves to perfect the vows, because the key point of negation is the same. If complete non-engagement in sexual activity is the main thing, then eunuchs and young children should especially generate vows. Also, if Pratimoksha and the third empowerment are directly contradictory, then it should be that only householders become the basis of mantra, but the Kalachakra Root Tantra says: Among the three bases, the monk is the most excellent. Therefore, the source of vows says: Son of a lineage, the basis of all qualities, ordained in the well-spoken Vinaya, abiding in the Pratimoksha vows, with the mind of taking refuge in the Three Jewels, previously relied upon, or happy to rely upon, therefore it is said. The Two Examinations say: The vows of all Buddhas, and ཨེ་ཝཾ་(藏文,梵文天城体,梵文罗马拟音,A e vaṃ,A and Vam)completely abide, the great bliss of the aspect of ཨེ་ཝཾ་(藏文,梵文天城体,梵文罗马拟音,A e vaṃ,A and Vam), is truly known from empowerment.
