And all that was spoken in places such as Akanishta, was gathered on a mountain called Bhima Sambha in southern India, by immeasurable Bodhisattvas such as Maitreya, and by Dakinis, and by many Vidyadharas of great accomplishment. It is said that the tantras of body were collected by Manjushri, the tantras of speech by Avalokiteshvara, and the tantras of mind, qualities, and activity by Vajrapani. Moreover, all that Shakyamuni Buddha himself manifested as Vajradhara and spoke was collected at that time. However, it is not the case that all that was spoken by the primordial protector, such as Samantabhadra, Vajradhara, Vajrasattva, who existed naturally in immeasurable eons before, was collected. Because in that previous time, the Dakinis of the retinue, and the accomplished ones, and Vajradhara himself had already completed the collection, because the Lord of Secrets himself possessed it in his heart and resided in the abode of the Dakinis. Here, those with little learning think that Shakyamuni Buddha himself manifested as Vajradhara in an inner way, and that there are no other secret mantra tantras other than what he spoke during his life of a hundred years. That is not right, the tantra called the First Perfected Age, and so on, will be explained. Even in this eon, there have appeared countless inconceivable great Vajradharas, who, from the first eon until now, in Akanishta, and in the great secret charnel grounds, and in the places where Dakinis gather, have spoken countless tantras in succession in the past, are speaking now, and will speak in the future. As it says in the "Nomenclature": "The Buddhas of the past have spoken, the Buddhas of the future will also speak, the Perfect Buddhas who appear now, have also repeatedly spoken." And in the "Tantra of the Play of Wisdom": "The first Vajradhara, I, from before all eons, until the last limit, until then the unsurpassed secret Dharma, the wonderful king to beings, has spoken, is speaking, and will speak." The collection of the Sutras has three aspects. In the first collection, it should be reasoned with nine aspects, namely time, assembly, place, request, object, patron, necessity, what is to be abandoned, and the main collector.

That is what the scholars accept. At that time, it was the summer after the Buddha's passing into nirvana. In the northeast of Vulture Peak Mountain in Rajagriha (王舍城), at the Asura Secret Cave, five hundred Arhats gathered. King Ajatashatru became the patron to eliminate the slander of the sons of gods. The Sutras were compiled by Ananda, the Vinaya by Upali, and the Abhidhamma by Maha Kasyapa. The twelve branches of the scriptures were compiled into the three pitakas and preserved without decline. As it is said in the Minor Section of the Vinaya: "In the summer after the Teacher passed into nirvana, in the secret cave of Rajagriha, the livelihood of the five hundred Arhats who gathered was provided by Ajatashatru, and they compiled the three pitakas. The section of Sutras and the section recited in melody, the section of prophecies in verses, and the five sections of special statements are compiled into the Sutras. The section of introductions, the section of accounts of realizations, the section called 'present occurrences,' and the four sections of births are compiled into the Vinaya. The extremely extensive, the wonderful, and the conclusive three are compiled into the Abhidhamma. The Sutras were compiled by Ananda. The Vinaya was compiled by Upali. The Abhidhamma was said to be compiled by the elder Maha Kasyapa." So it is said. The second compilation: Eighty years after the Buddha's passing into nirvana, in Vaishali, the monk Mahadeva: 'The inherent nature of hulu hulu,' the customary vessel and salt, the path and stirring with fingers, and the cushion, the act of making gold permissible, these are considered the ten bases of what is permissible and not permissible. To eliminate this, in the monastery of Kusuma Puri in Vaishali, seven hundred Arhats, including the Arhat Shila and the monk Chandra, gathered. The venerable Yashas requested, and the Arhat Revata compiled the three pitakas. King Ashoka became the patron, and after the compilation, from the dispute of the four root schools, the four schools were again compiled into one teaching. The four schools are: the Sarvastivada school, the Mahasanghika school, the Sthavira school, and the Mahasammatas school. The third compilation: Approximately three to four hundred years after the Buddha's passing into nirvana, in Kashmir, at the place of Jalandhara, the flower
