It is due to the power of the intense arising of one's own afflicted mind. Thus it is. The activities that appear in this way, such as the Buddha teaching the Dharma, are also appearances due to the individual karma of the beings to be tamed. As it says in that very text: Just as among the gods in the heavens, The sound of drums arises from their own karma. Likewise, the Dharma of the Sage in the world, Is spoken from their own karma. Thus it is. For example, just as one cannot hear sound even if there is a sound image because one has no ears, similarly, even if one sees the Buddha and so on, if one has not accumulated the karma of hearing the Dharma, it will not arise. As it says in that very text: Just as being without ears, One does not experience subtle sounds, Even in the ears of all the gods, It does not enter the ear canal. Likewise, the most subtle Dharma, The realm of subtle wisdom, Only enters the ear canal Of a few minds without afflictions. Thus it is. In short, with the three kinds of miracles, until samsara is empty, they accomplish the benefit and lead beings to the path of peace. The three miracles are explained in the commentary on the Uttaratantra: The miracle of the body, which pervades all the realms of the ten directions, is taught as the miracle of magical power. Knowing the various aspects of the mind and realizing it, the appearance of the profound conduct of sentient beings' minds, is the miracle of complete expression. Speaking with the voice, starting from the path of definite liberation, instructing and following the teaching, is said to be the miracle of following the teaching. Fourth, among the qualities of the path of no more learning, there are three. The quality of abandonment is the abandonment of both obscurations together with their imprints, without exception. As it says in the Vajrasekhara: Afflictions and likewise born, The obscurations of afflictions and knowledge, Whatever is the law of opposing sides, Now this is said to be the Bhagavan. Thus it is said. And as it says in the Sutra Ornament: The Sage is definitely liberated from all obscurations. Thus it is. The quality of realization is the direct realization of all dharmas as they truly are. As it says in the Madhyamaka Mother: The Tathagatas have no Dharma that they have not fully awakened to, or have not seen, or have not known. They directly know all dharmas as they truly are. Thus it is said. The quality of qualities is the worldly and transworldly

Possessing all the qualities of the past. If classified, it is the treasure of the sixty-four qualities of the inexhaustible wheel of ornaments of body, speech, and mind. The sixty-four are explained in the commentary on the Uttaratantra: Thus, the ten powers of the Tathagata, the four fearlessnesses, the eighteen unshared dharmas of the Buddha, and the thirty-two major marks of a great being are all gathered together to become sixty-four. The ten powers are from the Uttaratantra: Knowing what is possible and impossible, the results of actions, etc. The ripening of actions, faculties, elements, and inclinations, all paths of travel and concentrations, stainless afflictions, mindfulness of places, and the divine eye, etc., are the ten powers of knowledge. The four fearlessnesses are: Perfect enlightenment in all dharmas, being able to prevent obstacles, being able to show the path and show cessation, are the four fearlessnesses. The eighteen unshared dharmas are: Without error or clamor, without loss of mindfulness when teaching, without an unsteady mind, without various thoughts, without unexamined equanimity, without loss of desire, diligence, mindfulness, wisdom, liberation, and the wisdom of liberation, all activities are led by wisdom, without intellectual obscurations at the time. These eighteen are the unshared qualities of the teacher. The characteristic vehicle has been explained. From the Precious Treasury of Tenets, which clarifies the meaning of all vehicles, the fourth chapter, which explains how to practice the path. Then, the Secret Mantra Vajrayana is to be taught, which is divided into two: explaining how it is superior to the characteristic vehicle, and explaining the superior secret mantra itself. The first part is divided into three: generally explaining the classification of the Mahayana, specifically explaining the superior aspects, and determining that it is the fruition. The first part is that the Mahayana is also divided into two: the causal characteristic vehicle and the resultant secret mantra vehicle. The Sutra of the Complete Accomplishment of the Mahayana says: There are two types of Mahayana: the Paramita Vehicle and the unsurpassed Vajra Vehicle.
