There are many great lineage holders. They uphold the signs and attire of the emanation body, train in the three trainings and the three pitakas that express them, and take as their standard not allowing the practice of the rituals of the one hundred and one activities to decline. As an uncommon view, it is said in the Noble Golden Light Sutra: "The Buddha will not completely pass into nirvana, and the Dharma will not decline." And in the Illusion Sutra it says: "The Buddha will not completely pass into nirvana, and the Dharma will not decline, ༼༡༽in order to tame those who ripen ignorance." And in the Wish-Fulfilling Array Sutra it says: "The great assembly of all sentient beings, as long as it exists, the Buddha's emanation will not cease, and the Dharma of liberation will not decline༼༢༽." And, even though there are none who uphold the teachings with the appearance of a Hearer, the gods, nagas, sages, and dakinis who can live for kalpas hold the sutras and tantras and teach them to others, and in accordance with the conduct and minds of beings, the Buddha's emanation appears and teaches the Dharma and accomplishes benefit. And, by emanating into the forms of various beings such as humans, nagas, and asuras, the inexhaustible Dharma that shows the path of peace will appear until samsara is empty. Therefore, the Mahayana teachings are considered to be the eternal, continuous wheel of Dharma. Moreover, even if one word or one letter disappears, others will newly appear and manifest, because they possess compassion that is unforgetful in accomplishing the benefit of sentient beings and spontaneously accomplished activity. As it is said in the Hundred Deeds Sutra: "The waves of the ocean, the abode of aquatic creatures, may pass out of season, but the Buddha will not pass out of season for the sons who are to be tamed." Moreover, even though the emanation body, the Sage, passes away like a reflection of the moon in water, the enjoyment body residing in Akanishta (འོག་མིན,梵文:Akaniṣṭha,梵文罗马拟音:Akaniṣṭha,汉语字面意思:最高色界) is like the real moon and always abides. Therefore, whenever the vessel of sentient beings' interest and merit arises, there will be an emanation corresponding to it, and the Dharma that tames by whatever vehicle is spontaneously accomplished. Whether there is one or a hundred to be tamed, or how many there are that correspond to the number and appearance from one continent to the three thousand great thousands of worlds, they will appear without early or late. Just as there are as many reflections of the moon as there are water vessels,

Just as thoughts arise without precedence or sequence. Emanations and these Dharmas also appear to flourish and decline in the perception of sentient beings, but in reality, there is no arising or ceasing, like reflections or dreams. Those who understand these principles are called unsurpassed beings. In clear water, a blue lake appears, the reflections of stars are clear and beautiful. Although they appear, there is no turbidity of arising and ceasing. Similarly, the mandala of the moon, which pervades everything, is eternally pervasive, unwavering, and beautiful in Akanishta. Adorning the pure minds of beings, it is the image of desiring virtue, fulfilling merits, and accumulating merit. It is differentiated by the power of beings' karma. The Sangha of noble ones arises from the blessings of the Sugata. The Dharma is wish-fulfilling, pervading all of space, and the clouds of compassion remain for a long time. This is the concluding verse. From the treasury of precious tenets, which clarifies the meaning of all vehicles, the second chapter explaining the principles of the sacred Dharma. Then, the differences between the oceans of tenets of oneself and others are explained separately, divided into two parts: the general establishment of the connection of vehicles, and the separate display of each tenet. The first part is that each aims at its own fruit, and the ways of establishing scriptures are immeasurable. Because the wisdom and speculation of beings are inexhaustible, and the categories of names, words, and letters, as well as the inferences of the mind, are inexhaustible, different desires are established. The Lankavatara Sutra says: "As long as the mind flows, the limits of the vehicle cannot be obtained." So, how is it? It is still said in that sutra: "The vehicle of gods and the vehicle of Brahma, likewise the Hearers and the Solitary Buddhas, and the name of the Great Vehicle, all vehicles I have spoken." Thus, the vehicle of gods is the ten virtues, the vehicle of Brahma is the four dhyanas, and in general, it is the vehicle of gods and humans. The vehicle of Hearers is the four truths, the vehicle of Solitary Buddhas is the twelve links of dependent origination, and the Great Vehicle is the thirty-seven factors of enlightenment, etc., which are included in the two selflessnesses. Similarly, the Guhyagarbha Tantra says: "Because of taming, there are the vehicles of gods and humans, the vehicle of Hearers, the vehicle of Solitary Buddhas, and the Bodhisattva."
