由于拉波(La-po)安住于虚空,依赖于贤能辅臣们的治理方式。因此,在各方政权的交往中,对于属民事务的好坏,要公正严明地执行,不要被亲戚、妇女、财物所左右,要实行公正无私的行为。 此外,对于君臣内外之事,所有事务都不能懒惰懈怠,大小官员和百姓都要各司其职,分担责任,如同房屋的栋梁一般,不嫉妒、不轻视,同心协力地承担。因此,这是大臣和百姓应该努力的四个要点。 第四个要点是,为了利益佛教和众生,国王、王后、王子和大臣们都应该铭记在心。 此地非常重要,是许多强大的、有权势的、傲慢的政权汇聚的边境。因此,各政权之间要和谐相处,用友谊的绳索紧密相连,不要松懈,这是为了创造玛域(Mar-yul)地区的安宁。这样,在雪域高原上积累善行,这种传统就不会衰退。 此外,在这雪山之中,永远不能有异教徒和外道的存在,所有进入藏传佛教的人都只能信仰圆满正等觉的释迦牟尼佛的教法。尤其是要信奉大乘佛教,因此,拉达克(Ladags)人民要以广阔的胸怀,恭敬地继承和发扬光大先辈的优良传统。 禁止印度、克什米尔和玛域(Mar-yul)列城(Sle-mkhar)之间的所有贸易往来是非常不好的,应该保持以前的良好传统,不要以任何方式压迫商人,不要进行抢劫偷盗等行为,即使是少量的财物也不行。尤其是要为克什米尔的商队首领们着想,今后国王们要承诺不侵害商人。

Since La-po resides in the realm of emptiness, it depends on the governance of the wise ministers. Therefore, in the interactions with various regional powers, the affairs of the subjects, whether good or bad, should be executed justly and strictly. Do not be swayed by relatives, women, or wealth. Implement impartial and selfless conduct. Furthermore, regarding the internal and external affairs of the ruler and subjects, all matters should not be approached with laziness or negligence. All officials, high and low, and the common people should each fulfill their duties and share responsibilities. Like the pillars and beams of a house, without jealousy or disdain, they must bear the burden together with one heart. Therefore, these are the four key points that ministers and the people should strive for. The fourth point is that, in order to benefit Buddhism and sentient beings, the king, queen, prince, and ministers should all keep this in mind. This place is very important, as it is the border where many powerful, influential, and arrogant polities converge. Therefore, the various polities should live in harmony with each other, bound tightly by the ropes of friendship, without loosening. This is to create peace in the region of Mar-yul. In this way, accumulating virtuous deeds in the snowy highlands, this tradition will not decline. Furthermore, in this land of snow mountains, there should never be heretics or adherents of foreign doctrines. All who enter Tibetan Buddhism should only believe in the teachings of the fully enlightened Buddha Shakyamuni. Especially, they should adhere to Mahayana Buddhism. Therefore, the people of Ladakh, with broad minds, should respectfully inherit and promote the excellent traditions of their predecessors. Prohibiting all trade between India, Kashmir, and Sle-mkhar in Mar-yul is very bad. The good traditions of the past should be maintained. Do not oppress merchants in any way, and do not engage in robbery or theft, even of small amounts of property. Especially, consider the leaders of the Kashmiri trade caravans. In the future, the kings should promise not to harm the merchants.

In order to ensure that the great virtuous deeds performed can last as long as the tradition of the holy land (India), and in order to make the transmission of virtuous deeds vast, I have diligently inscribed the words on the copper plate five times in a manner consistent with the meaning, and handed them over to the lord nephews of Mar yul (Ladakh), the Kashmiri Prada Man, and the Kashmiri merchants, so that they must not be altered. Mar yul (Ladakh) should be like the good laws of the past, not to mention Ladakh and Purig. The messengers sent by the king to Kashmir were only allowed to carry salt and wool as travel expenses, and were never allowed to carry things like Lena. The messengers back and forth were only allowed to carry one or two pieces of luggage, including travel expenses and gifts, and the details should be in accordance with the Tibetan rules of Mulje. Sometimes the steward of Ladakh Castle would go to Khachul Heebab to handle affairs as before, not when Bude went, but for the sake of the messengers, and give four to sixteen pieces of luggage according to the number of people. In any case, it is important not to do anything that violates the old rules and creates suffering for oneself and others. In particular, the pure land of Avalokiteśvara, Mar yul (Ladakh), starts from the cool snow-capped mountains and reaches the end of the earth. Above all these places, especially on the path of guiding liberation, there is nothing more supreme than this. From a pure perspective, one should contribute to the precious teachings of Shakyamuni Buddha. If anyone wants to harm it, one should destroy their actions with extraordinary determination. In particular, for those non-divine (Asura) incarnations who are dissatisfied with the precious teachings, one should not hesitate to take action, and maintain good relations with Lamjin and other Pratyanta Arjna (藏文:པྲ་ཏྱནཏཿཨར་ཛྙཱ་,梵文天城体:प्रत्यन्त आर्ज्ञ,梵文罗马拟音:Pratyanta Arjna,汉语字面意思:边境的命令), and maintain good traditional customs. Do not provoke disputes, do not create chaos, do not participate in wars, and do not do anything to incite or guide others to harm the precious Buddhist teachings. This is very important, and it is the common wish of the king and ministers. Therefore, this brief explanation of four parts and sixteen points is hoped that all the kings, ministers, elders, and others in the Mar yul (Ladakh) region will cherish it in their hearts and regard it as an extremely important suggestion. In addition, if one wants to elaborate on the general principles of what to take and what to abandon, even spending hundreds of times the effort will not be enough to complete it.
